THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 17, 1990 by the following vote:
AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden

SUBJECT: Hearing On Rezoning Application And Preliminary Development
Plan ( 2776-RZ) , Alamo Summit, Alamo Area.
On March 20, 1990, the Board of Supervisors deferred to this date
the decision on the recommendation of the San Ramon Valley Regional
Planning Commission on the request ( 2776-RZ) by Alamo Summit, Inc.
(applicant and owner) to rezone 178 acres of land from General
Agricultural District (A-2 ) to Planned Unit District (P-1 ) and
preliminary development plan approval for a 37 lot residential project
with a minimum one acre parcel size in the Alamo area.
Supervisor Schroder commented on the appropriateness of the P-1 .
zoning in this particular area. He recommended that there be more
detail in the preliminary development plan and commented on issues
including Ridgewood Road improvements, the possibility of using the
East Bay Municipal Utility District access for building vehicles, the
trail system and the scenic easement, tree removal, protection of the
whipsnake, visibility of the homesites, and the number of units on the
west side of the parcel of property that would face the highway at
680 .
Supervisor Schroder recommended that the Board declare intent to
rezone from A-2 to the Planned Unit Development and to return on May
8 , 1990 with more definitive findings and make a decision at that
time.
Supervisor Powers seconded the motion and supported Supervisor
Schroder' s concerns.
Supervisor Torlakson spoke in support of the motion, and
expressed concerns on issues including the . number of units, and fire
safety.
Supervisor McPeak requested clarification from staff on the
consistency of the application with the General Plan.
Karl Wandry, Community Development Department, responded to
Supervisor McPeak.
Supervisor McPeak expressed support for the intent of the motion
provided that additional work is done.
On recommendation of Supervisor Schroder, IT IS BY THE BOARD
ORDERED that the Board DECLARES its intent to approve rezoning request
2776-RZ, Alamo Summit Inc. ; and Community Development staff is
DIRECTED to prepare definitive findings relative to concerns expressed
today for the Board of Supervisors ' consideration on May 8, 1990.
