Request for Host Community Mitigation from Acme Fill Corporation The Board received a March 28, 1990 letter from Roy Hawes, Chair, Solid Waste Commission, advising that the Commission has reviewed a letter from Dorothy Sakazaki. , representing the Vine Hill residents , requesting host community mitigation because of increased adverse impacts from Acme Fill Corporation operations. The Commission submitted the following recommendations to the Board: 1. Initiate the process to implement Ordinance 89-81; 2. Implement a traffic control program, including the use of signs and enforcement measures; 3 . Implement a litter control enforcement program; 4. Exclude the Vine Hill residents from increases in garbage collection rates which are imposed to mitigate traffic, litter and noise impacts due to the siting of new solid waste facilities. Mrs. Dorothy Sakazaki, 737 Central Avenue, Martinez 94553 , appeared before the Board this day and called attention to the fact that Vine Hill is the host community for the Acme Fill Corporation as well as the new transfer station. She commented on the increased traffic to the Vine Hill area and the need for mitigation. Supervisor McPeak recommended that Mrs. Sakazaki obtain a copy of Ordinance No. 89-81 and file a formal request with Acme on this situation. Supervisor McPeak then recommended that the Director of Community Development advise Acme that a formal request has been received from Mrs. Sakazaki, that the Director of Community Development report to the Board on May 1, 1990 on the request of the Vine Hill residents for mitigation measures because of the impact of increased activity at the Acme Landfill and Transfer Station, and that this matter be referred to the Internal Operations Committee for monitoring.
