SUBJECT: Approving Plans and Specifications for Bailey Road Widening and Overlay
Project No.: 0662-6R4316-85, West Pittsburg Area
CP#89-71 and 89-80.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Thursday, May 17, 1990, at 2:00 p.m., and
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392
of the Public Contract Code, and
DETERMINE that the overlay and bike lane portions of the project (CP 89-80) is exempt from CEQA
requirements as a Class 1 C Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk
for CP #89-80, and
FIND, on the basis of the initial study and all comments received, that there is no substantial evidence
that the widening portion of the project (CP 89-71) will have a significant effect on the environment, and
ADOPT the Negative Declaration.

I. RECOMMENDED ACTION CONT'D:
DIRECT the Director of Community Development to file a Notice of Determination with the County Clerk
for CP #89-71.
The project includes the following measures to mitigate increased traffic noise resulting from the
project:
a) Construction of a textured sound wall, which will reduce noise behind the wall and
minimize reflected noise; and
b) Construction of a rubberized asphalt concrete overlay, to reduce tire noise.
Monitoring of these mitigation measures will be performed by the resident engineer, who will
verify their installation.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $407,000, funded by Road Fund (80%) and Area of Benefit
(20%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to widen this portion of the existing roadway to match the 4-lane roadway to the
north and match existing roadway width to the south, and to repair the existing southbound lanes
pavement.
The project has been determined to be in compliance with the General Plan. A Negative Declaration
of environmental significance pertaining to this project was published September 13, 1989, with no
protest, and the Board has considered the Negative Declaration together with all comments received
during the public review period.
The Public Works Department has filed with the Board of Supervisors the Plans and Specifications for
the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been
filed with the Clerk of the Board and copies will be made available to any interested party upon request.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.
