HomeMy WebLinkAboutMINUTES - 04101990 - T.3 �j T. 3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUN'T'Y, CALIFORNIA Adopted this Order on April 10, 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak and Fanden NOES: None ABSENT: Supervisor Torlakson ABSTAIN: None ----------------------------------------------------------------- SUBJECT: Hearing on Buchanan Field General Plan Amendment; EIR and Airport Master Plan and Circulation Improvements The Board on April 3 , 1990 continued to this date and time its hearing on the .proposed Buchanan Field General Plan Amendment, the Environmental Impact Report, the Airport Master Plan and Circulation Improvements Upgrading the Transportation System. Scott Tandy, Assistant County Administrator, reviewed the staff reports of January 16, 1990 and April 10, 1990, as well as the review process with the City of Pleasant Hill and People Over Planes. Chair Fanden inquired if staff had received a copy of the April 6 , 1990 letter from Terri Williamson, Councilmember of the City of Pleasant Hill. Scott Tandy advised that it was hand delivered to the Clerk of the Board this morning and he had just received a copy. The Chair declared the public hearing open, and the following persons appeared: Rick Lanham, 62 Diablo View, Pleasant Hill, in opposition of any more expansion at the airport. Virginia Schaefer, 2958 Grant Street, Concord, representing the Aviation Advisory Committee, urged the Board to approve the Master Plan. Harry York, 2151 A. Salvio Street, Concord, Executive Vice President of the Concord Chamber of Commerce, urged certification of the EIR, approval of the transportation element, the general plan amendment, and the master plan; noting that the Chamber' s recommendation is to set the cap on the number of flights in the master plan and then come back at a later date and adjust that in the access plan as necessary. Andrea Wise, 64 Baylor Lane, Pleasant Hill, representing People Over Planes, indicated general satisfaction with progress towards agreement that had been reached with the County. Joyce Church, 2120 Morello Avenue, Please Hill, representing People Over Planes, advised that when embarking on negotiating talks with the County and the City of Pleasant Hill, they were requested to treat discussions as confidential talks and refrain from public comment and that they have done that. She objected to the number of flights and seats included in the master plan and to the proposed west side terminal. She objected to the noise associated with helicopters. Supervisor Powers discussed with Mrs. Church the April 6, 1990 letter from the City Council Member of the City of Pleasant Hill as it relates to disclosing the subject of negotiations. Scott Tandy advised that included in the County' s mailing of last week was a previously well-distributed question and answer brochure regarding Buchanan Field and its operations, and the intentions of the County with regard to the master plan. Shannon Sousa, 15 Palo Alto Court, Pleasant Hill, student at Valhalla Elementary School at Pleasant Hill, objected to the distraction' of low flying planes. Pamela Sousa, 15 Palo Alto Court, Pleasant Hill, objected to the mailing of the March 23 , 1990 letter from the County which contained copies of editorals and the question and answer brochure. She objected to any expansion of the number of flights or the development of a restaurant. Wayne Goodman, 480 Monti Circle, Pleasant Hill, objected to the County mailing. He objected to private jets and helicopter training. He suggested that the County indemnify him for any loss of value of real property because of aircraft flying over it. Supervisor Fanden commented that she was of the opinion that the helicopter training operation should be moved to the Byron Airport. Supervisor McPeak noted that she had previously proposed moving the helicopter training operation to Byron, and that is the subject of a report due back to the Board in the very near future. Mac Mace, 302 Patterson Boulevard, Pleasant Hill, representing People Over Planes, expressed concern about reduced value and therefore reduced taxes for operating the County because of increase in activity at the airport. He also inquired about the source of funding of the extension of Diamond Boulevard. Scott Tandy, Assistant County Administrator, advised that there are no County funds committed for that project, but that funds will come from revenues derived from the improvements made on the two non-aviation parcels of property on both the east and west side of the airport, commonly known as Parcels A and B. Mr. Mace requested the Board to postpone approval of the Master Plan until the EIR study can be completed and the feasibility of moving all of the commercial business, including even air freight, to East County. Terri Williamson, 212 Poshard Street, Pleasant Hill, representing the City of Pleasant Hill, commented that she liked the letter sent out by the County because it does what the City of Pleasant Hill is asking for, in that it states that the new Master Plan includes the access plan previously adopted by the Board of Supervisors, and limits the flights of commercial airlines to seven per day, and no more than 108 seats per day in small commuter-type aircraft. She commented that it appeared that the City and County should be able to work out their differences. She suggested a joint study session between the City Council and the Board. Supervisor Powers expressed concern with respect to the letter from Terri Williamson discussing and making public the points of negotiations between the City and the County. Joan McGary, 170 Christen Drive, Pleasant Hill, complained about the planes taking a shortcut and flying over her house at 200 feet, and also about the noise from the helicopters. She expressed concern about it decreasing her property value. Sunny Bradshaw, 183 Medina Drive, Pacheco, stated that the helicopters were a major problem, affecting her sleep as well as her property value. She suggested moving the helicopter training flights to Byron. Board members discussed the matter in great detail, including the immediate need to move the helicopter training operation to East County. IT IS BY THE BOARD ORDERED that the hearing on Buchanan Field General Plan Amendment, the Buchanan Field Master Plan and Circulation Improvements is CLOSED, leaving the record open for written comments until 5 : 00 p.m. on April 13, 1990. IT IS FURTHER ORDERED that negotiations with the City of Pleasant Hill and People over Planes continue. IT IS FURTHER ORDERED that staff is DIRECTED to prepare findings on the Environmental Impact Report and the General Plan Amendment for Board consideration on May 1, 1990.
