Request the Health Services Department to schedule a workshop to brainstorm ideas for a comprehensive litter prevention and education program. 2. Request the Resource Recovery Specialist and Rolinda Baker to conduct a workshop to discuss littering with convenience stores. 3 . Request the Community Development Department to consider the need for staffing for littering prevention programs in the AB 939 implementation. BACKGROUND On December 19 , 1989 the Board of Supervisors concurred with the concept of a three-stage program for addressing littering problems which are identified as chronic. The first stage involves establishing a public education program which would describe the advantages to the property owner of maintaining their property in a clean and neat condition, and would elicit the support of the community in wanting to keep their neighborhood clean. The Board requested the Health Services staff to prepare a more detailed program and to present it to the Internal Operations Committee. This item was subsequently transferred to the Environmental Affairs Committee when it was formed in January of this year. We believe that in formulating this public education program for littering, that it would be extremely helpful to conduct a workshop to brainstorm ideas. The cities, the sanitary districts, the AB 939 Task Force, school districts, school principals, and student body government leaders should be among those invited to such a workshop. The existing County code requires takeout food establishments to collect litter within 300 feet of their business which is generated from their establishment. We believe that it - would be beneficial to hold a workshop with these business owners to explain this ordinance.
