Report on the Risk Management and Prevention Program
and the Hazardous Materials Emergency Response Proposal
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECONIl4ENDATIONS
1. Accept the status report on' the implementation of Risk
Management and Prevention Programs, and direct the
Environmental Health Division to give further reports to the
Environmental Affairs Committee.
2. Accept the report from the Health Services Department on the
progress which has been made in West County in implementing
an improved West County emergency response capability to
hazardous materials incidents, and direct the Health
Services Department to make a further report to our
Committee in approximately six months.
3 . Commend the Environmental Health Division for their efforts
in the Risk Management and Prevention Program and in
hazardous materials emergency response.
BACKGROUND
On October 3 , 1989 the Board of Supervisors referred to the
Internal Operations Committee the responsibility to oversee the
implementation of the Risk Management and Prevention Program
(RMPP) outlined by AB 3777 (Chapter 1260, Statutes of 1986) ,
dealing with acutely hazardous materials which are handled in
Contra Costa County. This referral was subsequently assigned to
the Environmental Affairs Committee when it was formed in January
of this year.
Dr. William Walker, Director of Environmental Health, outlined
the status of the RMPP program implementation. Written requests
requiring the preparation and submittal of Risk Management and
Prevention Programs have been issued to ten companies' within
Contra Costa County for the 1990 calendar year. The companies
that were notified were:

The RMPP that will be submitted to the County will include:
1. A three-year accident history involving acutely hazardous
materials which describes causes and mitigations taken to
prevent recurrences;
2. Condition/age/nature of acutely hazardous materials handling
equipment;
3. Design, operating and maintenance controls to minimize
occurrence of acutely hazardous materials accidents;
4. Detection, monitoring and automatic control systems to
minimize magnitude/consequences of acutely hazardous
materials releases;
5. Schedule for implementing additional steps or changes to
minimize risk, pursuant to the results of the hazard and
operability studies and off-site consequence analysis;
6. Auditing and inspection program to verify that RMPP is being
effectively carried out; and
7. Record keeping procedures.
Environmental Health Division staff has been meeting with
individual company representatives to review guidelines,
communicate expectations and to answer any questions. Facilities
which were notified have been obtaining consultants, screening
the areas within the facilities that require review, obtaining
necessary documentation, and performing hazard and operability
studies. Environmental Health Division staff has maintained an
ongoing review of efforts as they have progressed.
On October 3 , 1989 the Board of Supervisors requested the Health
Services Director to report on the progress which has been made
in West County in implementing an improved West County emergency
response capability to hazardous materials incidents, including
the acquisition and staffing of an emergency response vehicle
located in West County. Dr. Walker reported that the process of
establishing West County emergency response capability for
hazardous materials response is progressing very well. The
Richmond Fire Department has trained their staff for hazardous
materials response capability, and they expect a hazardous
materials response vehicle to be equipped and in operation by
June of this year. Our Committee believes the Environmental
Health Division should be commended for their efforts in
implementing the RMPP program and the hazardous materials
emergency response.
