Determine whether the County Flood Control District should be directed to use a different method of heribicide application along Pinole Creek such that Pinole Creek Restoration Project can plant trees along the creek, or whether the Pinole Creek tree planting project should be restricted to planting trees within one hundred feet of the bridges and on the back side of the access roads. FINANCIAL IMPACT: Using alternative spreading methods will result in an additional $25,000 annual cost for the program; there will be no additional cost to retain the existing spreading system and allow the restoration project to plant trees within 100 feet of the bridges and along the back side of the access roads. REASONS FOR RECOMIENDATION/BACKGROUND: The Board of Supervisors referred to the Environmental Affairs Committee a letter from Dr. & Mrs. Joseph Mariotti, which states that the Pinole Garden Club has been restricted from planting trees along Pinole Creek because it interferes with the economic spraying of herbicides. In December of 1989, Dr. Mariotti was given information regarding planting in Pinole Creek. By mistake, he was given a drawing used for new flood control projects which are designed to handle landscaping. The Public Works Department reports that Dr. Mariotti was informed that he must prepare a plan for approval by the Army Corps of Engineers. The Pinole Creek Restoration Project has ordered trees from the California Conservation Department, and wishes to plant them along the creek. Milton Kubicek, Deputy Director of the County Public Works Department, reports that the Pinole Restoration Project could be allowed to plant trees within 100 feet of the bridges and along the back side of the access roads without any additional cost to the County. He reports that tree planting along other parts of the creek will necessitate a different method of herbicide application which will result in increased cost to the County of approximately $25,000 per year and a larger quantity of chemicals being used in the area. Our committee discussed the benefits of allowing an expanded tree planting along Pinole Creek as well as the economic cost .to the County; our committee requests the Board's determination on this item. They spoke in opposition to the current procedure for spraying herbicides to control weeds along creek beds and flood control channels. Milton Kubicek, Public Works Flood Control, discussed the costs of the various methods. The Board AUTHORIZED the planting of trees at Pinole Creek within 100 feet of the bridges and along the back side of the access roads without any additional cost to the County; and requested Public Works Director to work with the community in the development of a landscape/maintenance program at Pinole Creek. Supervisor Fanden advised that she was opposed to the spraying program and favored trying weed as you need for a one-year trial. Accept the status report on the One-to-One Match Tree Planting Project. 2. Direct the Public Works Department and the Community Development Department to meet with a designated staff member from each Supervisors ' office to explain the tree matching project. 3. Direct the Public Works and Community Development Departments to coordinate the development of this program with the Urban Reforestation Committee, and request the Urban Reforestation Committee to provide information on this program to service and community groups within the County. BACKGROUND On March 6 , 1990 the proposal for a One-to-One Match Tree Planting Project was referred to the Environmental Affairs Committee for discussion. On March 13 , 1990 the Board authorized the establishment of a One-to-One Match Tree Planting Project. The program, which was developed by the Public Works Department, would make trees available to any community group who wishes to plant a tree ori a one-to-one matching basis. The trees would be given to anyone with the stipulation that, 1) a matching tree be provided; 2) the tree be planted in the right-of-way in accordance with the County' s street tree planting guidelines in the unincorporated areas and in accordance with city guidelines in the cities; 3 ) the trees be planted in curbed street areas; 4 ) the fronting property owners sign a release promising to maintain and to be responsible for the tree; and 5) the matching tree must be of the same species as the tree provided by the program. The Public Works Department will provide a list of the species, which were chosen based on availability and on drought tolerance and low water use. After groups confirm that they have their matching trees and locations for planting the trees, the Supervisor' s office would contact the Public Works Department to arrange delivery of the trees to a single storage site for each citizen group. By utilizing a matching program (plant one tree, get one free for planting) , the benefits of this program will be maximized and we hope it will stimulate additional participation in Earth Month. 2.
