RESOLUTION NO. 90/217
SUBJECT: REGIONAL ANTI-DRUG PROGRAM
RESOLUTION OF THE GOVERNING BOARD
WHEREAS the Board of Supervisors, Contra Costa County, desires to undertake a certain
project designated REGIONAL ANTI-DRUG PROGRAM, to be funded in part from funds made
available through the Anti-drug Abuse Act of 1988 for the Anti-drug Abuse Program,
administered by the Office of Criminal Justice Planning (hereinafter referred to as OCJP).
NOW, THEREFORE, BE IT RESOLVED that the District Attorney, Sheriff-Coroner, and Probation
Officer of the County of Contra Costa are authorized, on its behalf to submit the attached
proposals to OCJP and are authorized, respectively, to execute on behalf of the Board of
Supervisors the attached Grant Award Agreements, including any extensions or amendments
thereof.
IT IS AGREED that any liability arising out of the performance of this Grand Award
Agreement, including civil court actions or damages, shall be the responsibility of the
grant recipient and the authorizing agency. The State of California and OCJP disclaim
responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant
expenditures controlled by this body

SUBJECT: Justice Planning for Funding of the Regional Anti-Drug Program For the Period
July 1, 1990 to June 30, 1991 - District Attorney $154,000; Sheriff-Coroner
$120,000; and Probation Department $65,653
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Authorize the District Attorney, the Sheriff-Coroner, and the Probation Officer to
submit applications and execute grand award contracts with the State Office of Criminal
Justice Planning for funding of a Regional Anti-Drug Program in the amount of $154,000,
$120,000, and $65,653, respectively, for the period July 1, 1990 through June 30, 1991
(100% federal funds) .
II. FINANCIAL IMPACT
None. The grant contracts will fund two attorneys in the District Attorney's Office
and additional Crime Lab staff and related costs. Federal revenue will be built into
the 1990/91 budgets of the District Attorney's Office, the Sheriff-Coroner's Office,
and the Probation Department' to implement the grants.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The purpose of these grants. is to improve law enforcement efforts, in a coordinated
manner, against major, mid-level , and street drug offenders throughout Contra Costa
County. The added staff will allow the Sheriff's Office and District Attorney's Office
to reduce the turn-around time for analysis of drug test results and devote more
concentrated efforts to drug prosecution. The Probation Department has recently begun
its third year of Federal anti-drug funding and will continue to participate in the
County's program through its drug testing activities.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve the recommendation would result in the loss of $339,653 in federal
funds available to combat the drug problem in Contra Costa County.
