SUBJECT: Health Care in West County
The Board received two reports dated April 9, 1990 from Mark
Finucane, Health Services Director, on the closure of the West
Contra Costa Community Health Care Corporation (Martin Luther King
Jr. Family Health Center) and the joint venture with Brookside and
Merrithew Memorial Hospital. Copies of the reports are attached
and included as a part of this document.
IT IS BY THE BOARD ORDERED that the referenced reports are
ACCEPTED.
IT IS FURTHER ORDERED that the Health Services Director is
REQUESTED to monitor the clinic closure situation and report any
changes or actions the Board needs to take.

SUBJECT: West Contra Costa Community Health Care Corporation
(Martin Luther King Jr. Family Health Center)
Following a recent audit of the West Contra Costa Community Health
Care Corporation ' (Martin Luther King Jr. Family Health Center) ,
State officials made the decision to terminate their Medi-Cal
contract f or Primary Care Case Management (PCCM) , of f ective May 31,
1990.
The major concern with this action is the continuity of medical
care for the 1100 individuals who are convered by the PCCM
contract. Secondarily, but of great importance is what this means
for the Martin Luther King Jr. Family Health Center clinic and the
other patients receiving care at this facility.
To keep you informed about all the issues regarding the Martin
Luther King Jr. Family Health Center clinic, I want to report the
following:
o On Friday, April 6, I and members of my staff met with
Senator Dan Boatwright and representatives of the State
Department of Health Services, Supervisor Tom Powers'
office, an investigator for the District Attorney, members
of the Martin Luther King Jr. Family Health Center Board and
administrative staff, and other interested parties.
o Prior to the' above, and in anticipation of the difficulties
they were facing, I had requested a meeting with Martin Luther
King Jr. Family Health Center officials to discuss a number of
issues still outstanding with the Health Services Department
and to offer our assistance.
o A meeting has now been scheduled to discuss:
o The Homeless grant. We have waited to forward
this year's grant to your Board for approval
until back payments were made in accordance
with our agreement with Martin Luther King Jr.
Family Health Center officials .
o Outstanding balance for Public Health Lab
testing services .
o The discontinuation of Margolin services.
o Shortly State Licensing and Certification will conduct a
review and the Office of the State Auditor will perform
an independent financial review of Martin Luther King Jr.
Family Health Center.
o The State has notified the 1100 members of PCCM that unless
they indicate otherwise, they will be enrolled in the
Contra Costa Health Plan. We are coordinating the smooth
transition into the CCHP with the State.
Senator Boatwright has offered to convene a smaller group, or task
force, to analyze the situation and to ensure that access to
ambulatory care services is assured for residents of west county.
We, of course, stand ready to assist in any way that we can.

SUBJECT: Joint Venture - Brookside and Merrithew Memorial Hospital
I am pleased to report to you that the Health Services Department
has entered into a joint venture with Brookside Hospital to provide
the vitally needed perinatal services to west county residents .
Under the terms of the agreement between the Department and
Brookside, prenatal and postpartum services will be provided at the
Richmond Health Center. Women will have the option of delivering
at either Merrithew Memorial Hospital or Brookside.
Necessary medical staff (approximately four FTE's) , family
practitioners, obstetricians, and pediatricians, either will be
hired by the County or will be under contract with Brookside. We
are targeting a July 1, 1990 start date if the recruitment of these
positions goes smoothly.
This undertaking, which is the culmination of months of
negotiations, will be funded in part by Tobacco Tax revenues .
Health Services Department Chief Financial Officer, Pat Godley, and
Executive Director of Hospital and Clinics, Frank Puglisi, are to
be commended for the successful conclusion of these negotiations .
Of course, this would have been impossible without the commitment
of the Brookside officials.
