HomeMy WebLinkAboutMINUTES - 04101990 - 1.89 1 . 89 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _April 10 , 1990 , by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson, Fanden NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ SUBJECT: Consider Request of the Homeless Advisory Committee Ginger Marsh, Chair, Homeless Advisory Committee (HAC) , appeared before the Board this day and presented the concerns of the Advisory Committee as discussed at its April 4 , 1990 meeting. Referring to the scheduled closure of the armories by the State, Ms. Marsh conveyed the request of HAC that the money set aside by the County to rent the armories for the period April 1 to July 31 , 1990, be reallocated to rent temporary or emergency shelters until the North Richmond site becomes available. Ms. Marsh recommended that the hours of the HOTLINE be ex- tended and to include increased staffing and multiple telephone lines. She proposed that a log be kept of all calls received and that a written explanation be available of all denials the day following the request. She expressed support for the premise that emergency housing should be provided to anyone who requests it for at least three days even though the individual does not have an I .D. She proposed that emergency shelter should be provided within the area of origin of a request with round trip transportation provided to the shelter. Ms. Marsh spoke on the need for affordable housing for low- income families and permanent temporary shelters for homeless people in this County. She commented on the need to identify financial sources to assist in this endeavor. Ms. Marsh noted that the Homeless Revolving Fund is depleted and that there is a lack of federal funds to assist with homeless programs. Board members spoke on the increased demand for county ser- vices and the lack of revenue to fund this increased demand. There was discussion on the need for more public awareness, assistance from the State and Federal governments, and the need for affordable housing throughout the Bay Area, and the development of shelter facilities on Housing Authority property. Ms. Marsh advised that the Committee is working on the issues referenced by the Board and has submitted an application for funds to the Federal govenment for the purchase of a permanent homeless shelter. She expressed concern with information received that the application may not be approved. There being no further discussion, IT IS ORDERED BY THE BOARD that the Homeless Advisory Committee is REQUESTED to assume an advocacy role with state and federal legislators and the private sector to solicit input and to raise funds for the development of shelters and affordable housing. IT IS FURTHER ORDERED that the Director of Social Service is REQUESTED to secure information on the status of the federal application for a homeless shelter and also to recommend policies relative to the establishment of shelters and affordable housing. IT IS FURTHER ORDERED that the Social Service Director is REQUESTED to respond to issues of concern raised by the Homeless Advisory Committee.
