RECOMMENDED ACTION: APPROVE the revised and updated Comprehensive Plan for Modernization in compliance with U. S. Department of Housing and Urban Development requirements, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND: To comply with HUD regulations, and to be eligible to submit a Comprehensive Assistance Program (CIAP) application for other than emergencies, a Housing Authority with 500 or more units in management must have a HUD approved Comprehensive Plan for Modernization (CPM) . The Housing Authority of the County of Contra Costa has a HUD approved CPM. However, it has been necessary to update and revise the CPM for submission to HUD for review and approval . On March 19, 1990 the Development Committee of the Advisory Housing Commission recommended approval of the revised and updated CPM. At its Regular Meeting on March 19, 1990, the Advisory Housing Commission voted to recommend approval of the updated and revised Comprehensive Plan for Modernization. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve revised and updated Comprehensive Plan for Modernization, as mandated by HUD, the Housing Authority of the County of Contra Costa would be unable to compete for Comprehensive Improvement Assistance Program funding to continue the modernization of its fourteen housing developments.
