SUBJECT: LIVING FREE Project
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION
Authorize the Social Service Department Director to submit
and sign a federal grant application for demonstration
project funds . to be awarded by OSAP (Office of Substance
Abuse Prevention, U.S. Department of Health and Human
Services) . The Social Service Department will use these
funds to operate the "Living Free" project for drug-exposed
infants in West County.
Living Free is an intensive child development and parent
education project for West County drug-exposed infants and
their families. This project is designed to reduce
impairments among drug-exposed infants and to maintain
these children within their own homes. Living Free services
will be linked and co-located with drug treatment,
education, and health services.
FINANCIAL IMPACT
The proposed grant application would result in $280,000
annual award for Federal OSAP monies. OSAP grants will be
awarded for three to five years, depending on availability
of funds and progress achieved. No County funding is
required.
BACKGROUND
On November 28, 1989 the Board accepted $251,281 first year
funding from OSAP to fund the Health Services Department for
the "Born Free" Project up to five years. Born Fre an

Services or Foster Care System, the Social Service
Department developed this companion Living Free proposal for
the April 15, 1990 cycle of OSAP grant proposals.
Together with the Born Free, Headstart, and Maternal and
Child Health services, the Living Free project will provide
an intensive, full-day, out-patient treatment center for
drug-exposed infants and their families. "Living Free"
project services will also strengthen linkages with Brookside
Hospital, County Housing Authority, the Juvenile Court, and
other West County community service providers.
The Social Service Director will request Board approval for
Livipg Free project staff and formal agreements with the
oth6r involved agencies after the grant funds are awarded.
