SUBJECT; Authorizing Execution of FPY 1990-92 DTPA Grant Application
Document (County #19-8028-0)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. Approve the County's two-year federal program year (FPY) 1990-
92 Job Training Plan grant application document (County #19-
8028-0) requesting a funding allocation approximately
$3,593,383 for operation of the County' s Job Training
Partnership Act (DTPA) Title II-A, Title II-B, and Title III
programs for the twelve-month period beginning July, 1990, and
ending June 30, 1991.
B. Authorize the Board Chair to execute said document for
submission to the State of California Employment Development
Department (EDD)/Job Training Partnership Division; and
C. Authorize the Executive Director, Contra Costa County Private
Industry Council, to make non-substantive changes to said
document as may be required by EDD/JTPD.
II. Financial Impact:
None. 100 percent Federal Funds.
III. Reasons for Reconmendation/Background:
On November 20, 1989 the Private Industry Council (PIC) of Contra
Costa County authorized its Planning Committee to adopt the two-year
1990-92 Job Training Plan and to recommend that the Board of
Supervisors approve said document for joint submission to EDD/JTPD.
The Plan will be submitted to the PIC Planning Committee for its
review and final approval April 5, 1990.
PIC has received notification from EDD of the following twelve-month
(1990-91) funding allocation for the Contra Costa County Service
Delivery Area: 1) $2,126,625 in Title II-A 78% funds for Youth
and Adult programs; 2) $88,402 in Title II-A 3% funds for older
worker program; 3) $1,055,522 in Title II-B funds for the Summer
Youth Employment and Training Program (SYETP) operated during the
summer months; and 4) $322,834 in Title III funds for a dislocated
worker program. (NOTE: These are preliminary planning
allocations. )

Board Order
Title II-A 780, Title II-A 3%, and Title III funds will be used to
serve approximately 750 economically disadvantaged and other youths,
adults, older workers, and dislocated workers needing training in
order to obtain employment. Said individuals will receive either
Skills Training, On-the-Job Training, Job Search Training, or Tryout
Employment Training, as described in the Job Training in the Job
Training Plan.
Title II-B funds will be used to serve approximately 800
economically disadvantaged youths seeking summer employment. Said
youths will receive Work Experience and described in the Job
Training Plan.
The 1990-91 total funding allocation for the County represents a 1
percent increase in funds from the previous year's initial funding
level - due to a significant percentage increase in Title III
Displaced Worker funding.
Timely execution of this document is necessary to meet the April 12,
1990 submission deadline.
