SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMPEMATION
Adopt a position in SUPPORT of AB 3937 by Assemblyman Murray
which would place on the ballot a $500 million bond issue to
finance a statewide war on drugs.
BACKGROUND:
AB 3937 , as introduced, would establish a war on drugs to be
financed by a $500 million bond issue. The war on drugs program
would include, but not be limited to, drug treatment centers for
adults, minors and infants; halfway houses; hospice care; drug
education programs; and other health service programs. In
addition, the funds could be used to increase the number of law
enforcement personnel, including police, and staff in district
attorney and public defender offices and criminal court staff.
The funds could also be used to expand educational and career
planning resources, including increasing the number of counseling
personnel trained to recognize and address drug use and abuse in
schools and in the workplace.
Passage of AB 3937 and its approval by the voters would assist
Contra Costa County in implementing its Drug and Alcohol Action
Plan. It therefore seems appropriate for the Board of
Supervisors to indicate its support for AB 3937.
