RECOrIl MATION
Adopt a position in SUPPORT of AB 3672 by Assemblyman Elder which
would require the Division of Occupational Safety and Health in
the State Department of Health Services to conduct a statewide
study of petrochemical refinery worker safety to determine
whether additional statutes or regulations would be helpful in
reducing accidents and other worker-related incidents which cause
injuries and deaths.
BACKGROUND:
Under existing law, the Division of Occupational Safety and
Health in the State Department of Health Services (Cal-OSHA) has
the power, jurisdiction and supervision over every employment and
place of employment in California with regard to the safety and
health of all employees.
Assemblyman Elder has introduced AB 3672 which would require a
study of refinery worker safety to determine whether additional
statutes or regulations would be helpful in reducing accidents
and other worker-related incidents which cause injuries and
deaths. The results of this study must be submitted to the
Governor and the Legislature by January 1, 1992 .
The bill appropriates $25,000 from the General Fund to finance
the study.

AB 3672 would appear to respond to concerns which the Board of
Supervisors has expressed in terms of the safety of refinery
workers, many of whom live and work in Contra Costa County. it
would, therefore, appear to be appropriate for the Board of
Supervisors to indicate its support for AB 3672.
