SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIlMENDATION
Adopt a position in SUPPORT of SB 2158 by Senator Seymour which
would add as goals for the five-year master plan to eliminate
drug and alcohol abuse in California that the Department of
Commerce would encourage the creation of employee alcohol and
drug abuse prevention programs in the workplace and that the
National Guard would support drug enforcement agencies in
counternarcotic operations.
BACKGROUND
Under existing law, the Legislature has outlined a five-year
master plan to eliminate drug and alcohol abuse in California.
This master plan includes a number of specific long-term goals in
areas including education and prevention of drug and alcohol
abuse programs, community programs, media programs, drug and
alcohol abuse health care programs, private sector drug and
alcohol abuse programs, local government drug and alcohol abuse
programs, federal and state government drug and alcohol abuse
programs, private sector direct service providers and supply
regulation and reduction in conjunction with drug and alcohol
abuse.
Senator Seymour has introduced SB 2158. The bill, as introduced,
amends the goals for the state and federal government drug and
alcohol abuse programs to add the following goal:

"The Department of Commerce, in coordination with private
industry, encourages the creation of employee alcohol and
drug abuse prevention' programs in the workplace or provides
information to employees on treatment or recovery programs
that are available to them."
The bill also amends the list of long-range goals in regard to
supply regulation and reduction to add the following goal:
"The California National Guard supports federal, state, and
local drug enforcement agencies in counternarcotic
operations as permitted by applicable laws and regulations."
SB 2158 is entirely consistent with the Board of Supervisors '
Drug and Alcohol Action Plan and, in fact, is quite similar to it
in terms of the long-term goals which are outlined. It appears
to be appropriate for the Board of Supervisors to indicate its
support of SB 2158, which would provide additional statewide
support for drug and alcohol abuse workplace programs and would
provide additional support from the National Guard for law
enforcement efforts at interdiction of the supply of illegal
drugs.
