SUBJECT: APPROVE AND AUTHORIZE THE CHIEF ENGINEER TO EXECUTE AN AGREEMENT
WITH THE CALIFORNIA CONSERVATION CORPS FOR INSTALLATION OF MITIGATION
LANDSCAPING AND APPURTENANCES FOR THE WILDCAT AND SAN PABLO CREEKS
REACH 1 PROJECT, FLOOD CONTROL ZONE 7, AND DRAINAGE AREA 73.

SPECIFIC REQUEST(S)OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Chief Engineer to execute an agreement with the California
Conservation Corps on behalf of the Flood Control District.
II. Financial lmpact:
By the terms of the agreement the California Conservation Corps (CCC) will provide supervised
labor at an hourly rate paid by the Flood Control District. The payment limit will not exceed
$130,000.00 without the written approval of the Chief Engineer. The Flood Control District's
(District) costs are 95 percent reimbursable by the U. S. Army Corps of Engineers (Corps).
III. Reasons for Recommendations and Background:
The establishment of mitigation landscaping is a requirement of the Wildcat and San Pablo
Creeks Reach 1 Project. On September 19, 1989 the Board of Supervisors approved an
agreement with the Corps giving the District responsibility for implementing the required

mitigation landscaping and assuring federal reimbursement of 95 percent of the District's
landscaping costs. The intent of the September 19, 1989 agreement was to provide the District
with the flexibility of using the California Conservation Corps (CCC) for installing plants and non-
pressurized irrigation equipment. The subject agreement implements the use of the CCC for
landscaping and outlines the responsibilities of the parties.
IV. Consequences of Negative Action:
Without this agreement the District will have to pursue alternative labor sources.
