HomeMy WebLinkAboutMINUTES - 03061990 - T.5 ORDINANCE NO. 90- 18 (1988 Uniform Plumbing Code Adopted and Modified) The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical footnotes from the official text of the enacted or amended provisions of the County Ordinance Code) : SECTION I. SUMMARY. This ordinance amends Title 7 of the County Ordinance Code by adopting the 1988 Edition of the Uniform Plumbing Code, as amended, as the County's plumbing code. SECTION II. Section 78-1 .301 of the County Ordinance Code is amended, by deleting the reference to "principal mechanical inspector, " to read: 78-1.301 Administrative authority. The county building inspector is the administrative authority of this division. The term "building inspector, " unless otherwise restricted, includes any duly authorized employee in the building inspection department. (Ords . 90- 18 S2, 74-29 . ) SECTION III. Chapter 78-3 of the County Ordinance Code is repealed in its entirety, and replaced with new Chapters 78-3 and 78-5, to adopt and modify the 1988 Edition of the Uniform Plumbing Code, to read: CHAPTER 78-3 UNIFORM PLUMBING CODE ADOPTED 78-3.002 Adoption. (a) The plumbing code of this county is the 1988 Edition of the Uniform Plumbing Code, published by the International Association of Plumbing and Mechanical Officials . (b) This uniform code, with the changes, additions, and deletions set forth in this division, is adopted by this reference as though fully set forth in this division. (c) One copy of this uniform code is on file with the building inspection department, and the other requirements of Government Code Section 50022. 6 have been or shall be met. (Ords. 90- 18 §3, 80-29 §4, 74-29 . ) CHAPTER 78-5 MODIFICATIONS Article 78-5.1 General 78-5.101 General. The 1988 Uniform ,Plumbing Code, adopted by reference in Section 78-3 .002, shall be effective in this county with the changes, additions and deletions set forth in this chapter, as modified by the provisions of this division. Where indicated.-by the context, chapter and section numbers used in this chapter are those of the 1988 Uniform Plumbing Code (UPC) . (Ords . go-18 §3, 80-29 §4, 74-29 . ) 78-5.103 Part 1. Part 1, Administration (pages la through 6a) , of the Uniform Plumbing Code is deleted. (11-20-89) -1 90-18 ORDINANCE NO. Article 78-5.2 UPC Chapter 2 78-5.203 UPC Sec. 203, copper tubing. Uniform Plumbing Code Section 203 is amended by adding subsection (g) , as follows: " (g) Drop-eared fittings will be installed on all fixture and hose bib outlets, and securely fastened to adequate backing with screws . No galvanized or ferrous pipe and/or nipples shall be installed in a copper water system. " (Ords . 90- 18 §3, 80-29 56, 74-29 . ) Article 78-5.3 UPC Chapter 3 78-5.318 UPC Sec. 318, inspection and testing. Uniform Plumbing Code Section 318 is amended by adding paragraph ( 10) to subsection (a) , as follows: " (10) Bathtub shall be set, shower pan installed, floor flange for water closet installed, backing for fixtures installed, and all water piping strapped and backed before framing insppection. " (Ords . 90- r8 S3, 74-29 . ) Article 78-5.4 UPC Chapter 4 78-5.401 UPC Sec. 401, materials. Paragraph (2) of subsection (a) of UPC Section 401 is amended to read: " (2) ABS or PVC installations are limited to residential construction, not more than two (2) stories in height. " (Ord. go- -18 53. ) 78-5.406 UPC Sec. 406, cleanouts. Uniform Plumbing Code Section 406 is amended by adding subsection (1) , as follows: " ( 1) All plumbing trenches under buildings shall be backfilled. 11 (Ords . go- 18 S3, 74-29 . ) 78-5.409 UPC Sec. 409, drainage. Subsection (e) of UPC Section 409 is amended to read: " (e) Building drains or building sewers receiving discharge from any pump or ejector shall be adequately sized to prevent overloading. Two fixture units shall be allowed for each gallon per minute of continuous flow. The backwash from swimming pools, when discharging to the sewer, shall be indirectly connected to a four-inch P trap located on the exterior of the building on the lower terminus '5f the main building drain. " (Ords . 90-.18 53, 74-29 . ) Article 78-5.5 UPC Chapter 5 78-5.503 UPC Sec. 503, materials. Paragraph (2) of subsection (a) of UPC Section 503 is amended to read: " (2) ABS and PVC DWV piping installations are limited to residential construction, not more than two (2) stories in height. " (Ord. 90- 18 S3 . ) (11-20-89) -2- ORDINANCE NO. 9Qr18 Article 78-5.9 UPC Chapter 9 78-5.906 UPC Sec. 906, special fixtures. Uniform Plumbing Code Section 906 is amended by adding subsection (d) , as follows: " (d) Floor sinks. Floor sinks shall be installed with the rim of the sink above the finished floor. No floor sink shall be used as a combination floor drain and floor sink. " (Ords'. 90- 18 §3, 74-29 . ) Article 78-5.10 UPC Chapter 10 78-5.1004 UPC Sec. 1004, materials. Subsection (a) of UPC Section 1004 is amended to read: " (a) Water pipe and fittings shall be of brass, copper, cast iron, galvanized malleable iron, galvanized wrought iron, galvanized steel or other approved materials. Asbestos-cement, PE or PVC water pipe manufactured to recognized standards may be used for cold water distribution systems outside a building. All materials used in the water supply system, except valves and similar devices shall be of a like material, except where otherwise approved by the enforcement agency. (Ord. 90- 18 § 3 . ) SECTION IV. EFFECTIVE DATE. This ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of supervisors voting for and against it in the Contra Costa Times, a newspaper published in this County.
