ORDINANCE NO. 90- 19
(1988 Uniform Mechanical Code Adopted and Modified)
The Contra Costa County Board of Supervisors ordains as follows
(omitting the parenthetical footnotes from the official text of
the enacted or amended provisions of the County Ordinance Code) :
SECTION I. SUMMARY. This ordinance amends Title 7 of the County
Ordinance Code by adopting the 1988 Edition of the Uniform
Mechanical Code, as amended, as the County's mechanical Code.
SECTION II. Chapter 710-2 of the County Ordinance Code is
repealed in its entirety and replaced with Chapter 710-3, to
adopt the 1988 Edition of the Uniform Mechanical Code as the
County's mechanical Code, to read:
CHAPTER 710-3
UNIFORM MECHANICAL CODE ADOPTED
710-3.002 Adoption. (a) The mechanical (heating,
ventilating, cooling, etc. ) code of this county is the 1988
Edition of the Uniform Mechanical Code published jointly by the
International Association of Plumbing and Mechanical Officials
and the International Conference of Building Officials.
(b) This uniform code, with the changes, additions and
deletions set forth in this division, is adopted by this
reference as though fully set forth in this division.
(c) One copy of this uniform code is on file with the
building inspection department, and the other requirements of
Government Code section 50022. 6 have been or shall be met.

SECTION III. Chapter 710-4 of the County Ordinance Code is
repealed in its entirety and replaced with Chapter 710-5, which
modifies the 1988 Uniform Mechanical Code, to read:

MODIFICATIONS
Article 710-5.1
General
710-5.101 General. The 1988 Uniform Mechanical Code,
adopted by reference in section 710-3. 002, shall be effective in
this county with the changes, additions and deletions set forth
in this chapter, as modified by the provisions of this division.
Where indicated by the context, chapter and section numbers used
in this chapter are those of the 1988 Uniform Mechanical Code
(UMC) .

UMC Chapter 2
710-5.203 UMC Sec. 203, board of appeals. Uniform
Mechanical Code Section 203 is deleted.

Article 710-5.3
UMC Chapter 3
710-5.302 UMC Sec. 302, application for permit. Subsection
(d) is added to UMC Section 302, to read:
" (d) Who Can Get Permit. A permit for the erection,
installation, moving, alteration, repair or replacement of any

heating or cooling equipment shall be issued only to:
1 . A person holding a valid California State
Contractor's license as a Warm Air Heating, Ventilating, Air
Conditioning or General Building Contractor; or
2 . An owner who shall do the work for which the permit
is issued personally or only by duly qualified employees . "

710-5.303 UMC Sec. 303, permit issuance. Uniform
Mechanical Code Section 303 is modified as follows: subsection
(d) is deleted, and subsection (3) is amended to read:
" (e) Misrepresentation, Revocation. No person shall make
any false statement or misrepresentation in connection with any
application for a permit under this division. Any permit issued
under this division may be revoked or suspended at any time by
the Building Inspector for fraud, misrepresentation, or false
statement contained in an application for a permit, or for
violation in connection with work done under the permit or any
provision of this division. "

710-5.307 UMC Table 3A, mechanical permit fees. Uniform
Mechanical Code Table 3A is deleted.

SECTION IV. EFFECTIVE DATE. This ordinance becomes effective 30
days after passage, and within 15 days after passage shall be
published once with the names of supervisors voting for and
against it in the Contra Costa Times, a newspaper published in
this County.
PASSED and ADOPTED on March 6 , 1990 by the
following vote:
AYES: Supervisor Powers , Schroder, Torlakson, Fanden
