Recommended Action: Approve Contra Costa County's Priority List for Transportation Development Act Article 3 funds for Bicycle/Pedestrian Path Projects for Fiscal Year 1990-91, and direct the Clerk of the Board to forward the list to the Metropolitan Transportation Commission (MTC) for final approval and allocation of funding effective July 1, 1990. Reasons for Recommendations and Background: In 1978, a procedure was recommended by the Conference of Mayors and adopted by the County Board of Supervisors to insure county-wide consensus in funding bicycle and pedestrian projects with TDA money. In accordance with that procedure, each City and the County submitted applications for 1990 TDA funds for bicycle and pedestrian facilities. The TDA Subcommittee, a subcommittee of the CCEAC, met in early January to review the TDA applications submitted for funding consideration and to consider a request by the County to extend the required completion date for the Willow Pass Road Pedestrian Walkway and provide additional funds for a previously approved project in EI Sobrante. .Thirteen projects, totaling $1.5 million, were reviewed by the subcommittee. This year's subcommittee is made up of EI Cerrito, the Metropolitan Transportation Commission, the County, the East Bay Bicycle Coalition, and the East Bay Regional Park District. Attached is a list of the submitted projects. MTC has estimated that $384,684 is available for 1990 TDA Article 3 funds in Contra Costa County. In addition, with the reallocation of the $51,000 for the Willow pass bike lane project (previously approved), a total of $435,684 is available for the funding of proposed TDA projects. Based on the criteria established to prioritize proposed projects, the subcommittee recommended,that the CCEAC accept the proposed project list for the 1990 TDA Article 3 funds and forward the project list to the Conference of Mayors. On march 1, 1990, the Contra Costa Conference of Mayors approved the proposed priority list. The priority list has been reviewed by the Transportation Committee. Subsequent to adoption of the list by the Board of Supervisors, the priority list must be forwarded to the Metropolitan Transportation Commission for final approval and funding allocation. IV.
