Costa INTERNAL OPERATIONS COMMITTEE County DATE: February 26, 1990 a couK't'� SUBJECT: STATUS REPORT ON THE ALCOHOL AND DRUG ACTION PLAN SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMCODATIONS 1. Authorize the Alcohol and Drug Executive Committee under the leadership of the Health Services Director to assume responsibility for the two media meetings directed by the Board of Supervisors earlier this year. 2. Authorize the Health Services Director to suggest to the Media Coordinating Committee that the three media representatives to the Alcohol and Drug Coordinating Committee be Lesher Communications for print media, KTVU for television media and KKIS for radio media. 3 . Request the Health Services Director to recommend to the Internal Operations Committee on March 12, 1990 a proposed argument in support of the ratification of the Action Plan and possible names of individuals who should be asked to sign the argument and request the Internal Operations Committee to report these items back to the Board of Supervisors on March 13 , 1990 in order to meet the deadline of March 16, 1990 to submit an argument in support of the ratification of the Action Plan. 4. Approve the general outline of the schedule for the sector workshops to be held between March 15, 1990 and June 1, 1990 as outlined in the attached paper from the Drug and Alcohol Abuse Prevention Programming Team. County Administrator CC: Health Services Director ATTESTED -� �, 9 County Counsel PHIL BATCHELOR,CLERK OF THE BOARD OF County Clerk-Recorder SUPERVISORS AND COUNTY ADMINISTRATOR Alcohol Program Administrator Drug Program Administrator M382 (10/88) BY L� DEPUTY 5 1 1. 1, -2- BACKGROUND: On February 26 , 1990 our Committee met with the Health Services Director and members of his staff to review items which will be reported to the Board of Supervisors February 27, 1990 in preparation for the public hearing at 11: 00 A.M. on February 27, 1990 on whether the Board should place the County-wide Drug and Alcohol Action Plan on the ballot June 5, 1990. Present plans are for the Board of Supervisors to decide on March 6, 1990 whether to place the Action Plan on the ballot June 5, 1990 . Assuming the Board decides to do so, our Committee will be prepared to recommend to the Board on March 13 , 1990 an argument in support of the ratification of the Action Plan and the names of individuals who should be asked to sign the argument. We are recommending that the Board authorize the Alcohol and Drug Executive Committee to assume responsibility to schedule and plan the two meetings with the media in the Bay Area for the purpose of determining the willingness of the media to become involved in implementing those portions of the Action Plan which involve the media. We will continue to meet on a regular basis with the Health Services Director on the status of the Action Plan and its implementation and will report regularly to the Board of Supervisors on activities which are taking place in this regard. HEALTH DIVISION (l Please direct reply to: oSr� covK't`; c3` PREVEWION PRXRAI 11% TEAM The following information highlights the outcome of the first general meeting of the Alcohol and Drug Program AchiinistrationIs Prevention Planning Team. The planning team, consisting of Jerry Nava, Chuck Deutsd mn, Eileen Lynch, Kathy Padro, Sheri Cramer, Rolinda Baker, and Chuck Latting, have reached agreement on the following: I. That a planning agenda be set to develop a general framework for the prevention program based on NASADAD and NPN guidelines to include a philosophy, assessment of needs, agreement of goals, division of duties, and a method of incorporating the input from amity groups in order to affect positive change in target populations. II. That the team acknowledges the value of using the public health model in our approach, recognizing that prevention is a dynamic process that attempts to redpce sypply and demand by focusing attention on three elements: the agent, the host, and the environment. III. That our overall goal is to act as agents or catalysts in the coordination of social policy issues, rather than to change, control, or other- wise supersede what other o u mznity based programs are doing. IV. That all format and content of our media efforts, speakers, and publications, be reviewed by the planning team prior to implementation as a means by which we can ensure integrity and consistency in the messages we send forth. To this end, we developed the attached agenda for our short term and long term tasks. Contra Costa County PREVENTIM PLANNING TEAK CURRENT TASKS AND FUTURE HAWING A. Sun-nit De-briefing We are currently compiling input from summit participants and planners in order to better address caummitv needs and interests for sector seminars as well as for future sun-nits/conferences. B. Community Seminars In considering specifics regarding the seminar planning, .it has been suggested that the seminars take place in fourkibekly presentations by 'dynamic, well-known' presenters at a central location in each region. It would take place in a location where an educational series and the instrument by which they are planned and promoted is already taking place. (a "same time--- same place" method that builds rhythm) Example: Merrithew's Grand Rounds;Pac Bell's Lunchtime Wellness Series (Our next ADEC meeting will include more specifics on seminar speakers and topics) C. Media Activities Rolinda to highlight current ideas/plans D. Workplace Activities Chuck to highlight current ideas/plans E. ADEC and Regional Representatives Exchange input, ideas, and issues with regional reps in order to coorinate prevention efforts from a grass roots perspective, providing information and technical assistance that is culturally and developmen- tally appropriate in the implementation of regional plans. F. Planning and Evaluation Devise an on-going system of tracking goals, activities, resources, and accomplishments in an effort to provide a more collaborative and communicative prevention effort among agencies and comTunity gropps.
