HomeMy WebLinkAboutMINUTES - 03061990 - S.3 S. 3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUN'T'Y, CALIFORNIA Adopted this Order on March 6, 1990 by the following vote: AYES: NOES: (See Below) ABSENT: ABSTAIN: ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Request of the Sierra Club to Place Marsh Canyon on the June 5, 1990 Ballot Supervisor Fanden brought to the attention of the Board a letter dated March 2, 1990; from Michele Perrault, Sierra Club Bay Chapter, 730 Polk Street, San Francisco, California 94109, request- ing the Board' to place on the June 5 , 1990 ballot the question of whether the Marsh Canyon Landfill site should be approved. The following persons spoke in support of the Sierra Club's request: Rosemary Corbin, Councilwoman, City of Richmond; ' .Mark Jackson on behalf of Mayor Catherine Palmer!, City of Brentwood; Jean Last, 7765 Lone Tree Way, Brentwood; Brian Kruse, Marsh Creek Association; Suzanne Lockwood, 2961 Delta Road, Brentwood; and David Tam, Sierra Club. Fred Caploe, attorney representing the City of Pittsburg, 2530 Arnold Drive, Suite 360, Martinez, California 94553 , spoke in opposition to the request of the Sierra Club. Earl Clemmons expressed support for the propose& Keller Canyon Landfill site. I Wilbert E. Cossel, (no address given) , expressed opposition to a landfill at Marsh Canyon. j Frank Stone, representing the City of Antioch-, 1312 West 10th Street, Antioch, expressed opposition to the East Contra Costa Landfill site. Also expressing opposition to the East Contra Costa Landfill site was Barbara Price, representing the City of Antioch, P.O. Box 130, Antioch. Supervisor Torlakson expressed opposition to the'' request of the Sierra Club. i Supervisor Fanden advised that by placing the is on the ballot will give people in both east and west county an opportunity to vote on the matter. She further noted that the people in West County should know how much the Delta Express Way will cost and how it will be financed; the number of intersections that' will be a part of the Delta Express Way; the number of trucks expected to utilize the Express Way; the feasibility or potential of utilizing rail service to- transport garbage to the landfill site; and the costs associated with these proposals. Supervisor Torlakson commented on the need for cost informa- tion on the issues raised to be submitted to the Board on March 13, 1990. He spoke on the need to look at infrastructure improvements from Railroad Avenue to Bailey Road; consideration of a tonnage fee or an impact fee to improve roads or mitigate special or adverse conditions; and the need for information on potential devaluation of property values in the vicinity of a landfill. Supervisor Fanden moved to support the request of the Sierra Club.
