2. Authorize the Homeless Advisory Committee to randomly select
terms of one, two and three years at their first meeting in
such a manner that 8 members terms expire March 1, 1991, 8
expire March 1, 1992 and 7 expire March 1, 1993 and report
the terms to the Clerk of the Board of Supervisors.
3 . Request the County Administrator to send a letter to all
applicants who were not appointed explaining the difficulty
the Board of Supervisors faced in not being able to appoint
all of the concerned and interested individuals and
suggesting that these individuals remain involved in the
issue of homelessness and that the Board of Supervisors
would like to keep their applications on file for when
vacancies occur in the future.
4. Request the Homeless Advisory Committee, as future vacancies
occur, to attempt to achieve a better geographic balance
than has been possible to date.
5. Remove this item as a referral to our Committee.
BACKGROUND:
In establishing the Homeless Advisory Committee on December 12 ,
1989 , the Board of Supervisors requested the Community Homeless
Action and Resources Team (CHART) to solicit applications from
organizations included in specified membership categories and
forward their recommendations and all such applications to our
Committee for review and recommendation to the Board.
CHART solicited applications and reviewed them carefully. Our
Committee is recommending the above appointments. In accordance
with Board policy, in addition to representation of the
membership categories, nominees' economic status and geographical
distribution were considered in making the nominations.
One seat in the Cities category has no nomination at this time.
We hope the Homeless Advisory Committee will be successful in
recruiting an East County city nominee which we can recommend to
the Board for appointment in the near future to fill the
remaining seat on the Homeless Advisory Committee.
There were many excellent applicants, any of whom CHART and our
Committee feel would provide the highest level of advice and
recommendations to the Board on homelessness issues.
Finally, CHART and our Committee recommend that one, two and
three year terms be determined by drawing lots at the initial
meeting of the Homeless Advisory Committee.
