Youth Conservation Corps SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOFR4ENDATION 1 . Acknowledge receipt of the attached report from the County Administrator' s Office on the status of the Citizens and Youth Conservation Corps, and endorse the progress made in developing this project and the continued effort in carrying this program to a successful conclusion. 2. Remove the above item as a referral to our Committee. 3 . Accept the report from the County Administrator' s Office on Earth Day activities, and endorse the current County efforts on Earth Day 1990. BACKGROUND On December 19, 1990 the Board of Supervisors directed the County Administrator' s Office to prepare a further report on the status of plans for a Citizens and Youth Conservation Corps. On February 28, 1990 Mr. John Gregory updated our, Committee on the progress made in developing this project (refer to attached report) . Our Committee is pleased with the progress, and recommends that the Board endorse the continued effort in carrying this project to a successful conclusion. The County Administrator' s Office updated our Committee on County efforts for Earth Day 1990 (refer to attached report) . Our Committee is pleased with the current efforts and recommends that the Board endorse the activities. Gregory, Management Analyst I SUBJECT: Up-date on Earth Day Activities On August 29, 1989 , the Board of Supervisors adopted Supervisor Torlakson' s recommendaitions concerning implementation of various components of his 1989 theme "Keep Contra Costa Beautiful" . As a result, one added component of this theme was eventual Board endorsement of Earth Day 1990. The County Administrator' s Office was directed to integrate various efforts of the "Keep Contra Costa Beautiful" campaign with any subsequent Earth Day activities. Earth Day 1990 is part of the continuing 20 year effort at obtaining environmental consciousness in the county, state, nation and world. Contra Costa County and Supervisorial staff have held a series of meetings to formulate an action plan for earth day activities. An ad hoc committee consisting of representatives from the aforementioned entities and led by the County Administrator' s Office developed the attached agenda for our conference to be held April 12, 1990. It was the intention of the committee that to foster a leadership role for the county, invitations be sent to varying agency elements within the county so that Earth Day 1990 would be a springboard to a coordinated effort at environmental consciousness. Therefore, it is hoped that this conference will raise levels of awareness to a point which prompts proper and continuing responses to environmental concerns. It is to such a purpose that this Committee . should accept this report and recommend to the Board of Supervisors its endorsement of current county efforts on Earth Day 1990 . County vans will be leaving from Martinez, Supervisor Tom Torlakson' s office in Pittsburg and from Supervisor Tom Powers office in- Richmond. If you would like to use these vans, YOU MUST MAKE A RESERVATION by calling 646-2949 Martinez, Supervior Torlakson, Pittsburg 427-8138 or Supervisor Powers, Richmond 374-3231. Registration is limited to the first 300. All participants must register in advance. There are no walk-ins.
