Request the County Counsel and the Community Development Department to report to the Environmental Affairs Committee on the ability of the County to place a surcharge on consumer products for disposal. 2. Request the County Solid Waste Manager to report to the Environmental Affairs Committee on differential rate structures for solid waste which would, be based on volume generated and which would factor in the recycling fee so that residents would see a benefit for recycling. 3 . Accept the status report from the Resource Recovery Specialist regarding prohibiting the disposal of corrugated cardboard and woodwaste at landfills, and refer this issue to the Director of Community Development for a further report to the Environmental Affairs Committee. Direct the Community Development Department Director to discuss this issue with the solid waste haulers. 4. Refer to the Community Development Department Director for consideration in developing the County Integrated solid Waste Management Plan the issue of ensuring that woodwaste is counted towards the AB 939 goals. BACKGROUND In our Committee' s discussion of solid waste issues at our February 26, 1990 meeting, the question was raised as to whether the County and/or the cities had the ability to assess a surcharge on consumer products for disposal. There was a suggestion that cities may have the authority .- to- assess a.., surcharge through business license fees. We feel that the County residents should have an incentive, in the form of a lower garbage bill, for recycling. On October 31, 1989 the Board of Supervisors directed the Resource Recovery Specialist to give a status report to the Environmental Affairs Committee by February 1, 1990 regarding ways in which the County can regulate or prohibit the disposal of corrugated cardboard and woodwaste to landfills. The Resource Recovery Specialist reported that there is a recycling facility located within Contra Costa County that recycles corrugated cardboard from areas extending throughout the western states. Our Committee also discussed the issue of landfilling woodwaste, and feels that woodwaste should be available for composting. Methods to regulate or prohibit the disposal of corrugated cardboard and woodwaste to landfills should be discussed with the solid waste haulers, prior to the Community Development Department' s follow-up report to our Committee. It is also important that any woodwaste that is recycled, is counted towards the recycling goals under AB 939. The counting of woodwaste towards recycling goals should be considered by the County Community Development Department in formulating the County' s Integrated Solid Waste Management Plan. 2.
