Analyze and advise the Board of Supervisors of legislation affecting the mobile home community . 4 . Monitor affordable housing issues relating to mobile homes . COMMITTEE PROJECTS IN 1989: 1 . Held meetings with mnbilehome owners residing in various parks to assist in resolving numerous problems . 2 . Took various tours to keep abreast of new facets of the mobile home industry and new innovations of low coot housing units . ` 3 . Attended Legislative hearings and discussed new legislation affecting mobilehome living . ` 4 . Discussed effects of earthquakes , and damage caused in mobilehome Parks by October quake . 5 . Analyzed court decisions concerning mobilehome living , Ie: Adult park status; vacancy de-control . 6 . Monitored rent accord issue - City of Concord . 7 . Discussed Pleasant Hill General Plan land use zoning of Pacheco areas ., B . Land use zoning of Pacheco Mobile Villa . This has been a long ongoing affair . 9 . Held monthly meetings at a number Of different locations - mobilehome parka , Supervisors , offices , and other public accessible locations ., 10 . Update of annual mobilehome park survey . Major issues addressed by the Committee in 1989: Sun Valley Village MHP: Rent increase complaints and a petition for rent control from a few residents that had not signed a lease offered by the park owner ( 231 residents had signed the lease , 30 had refused , and 2 spaces Were park owned and rented ) . The owner was importuned to re-offer the lease to those who had -refused and the mutter has quieted down . . Pacheco Mobile Villa: Rezoning of land use has been a long standing subject . The prime concern of the Committee has been the relocation of the residents . The owner of the property does not seem too concerned about the time element or of addressing the issue of relocating tho, rooideDtn . Clayton Valley Regency: There has been considerable improvement in resolving the long standing problems of this ' park; complaints have trickled down to one of water cont . A sub-committee monitored water consumption records; and as there have been no further complaints at this time , the ' matter has been tabled' , .� ~ ' Legislation: Revised FEMA Flood regulations were reviewed and discussed . The old ruling required the raising of mobile units above the flood plain and would have caused an interminable amount of problems and expense for the mObilehome owner . Members of the committee attended a hearing of the California Legislature ( Assembly Committee on Housing and Community Development ) in Santa Rosa , chaired by Assemblyman Dan Hauser , regarding mobileho0e park conversions . Park conversion seems to be an increasing problem . HR-1158 . Which sets forth new federal regulations regarding age discrimination in housing , has made some changes in park residency status . The three categories of parka which emerged from these regulations aro: all senior , aged 55 and 4p; all senior . aged 62 and up; or , all ages ( family ) , The Committee 's annual park survey reflects these changes . The Hall Decision affected vacancy decontrol , making rent control on 8 vacant space in effect a "Taking of Property . " This legal decision has made cities who have rent control take 8 second look at their ordinances . Pleasant Hill 's General Plan , did not take into consideration the County General Plan Zoning "MH" for an area of Pacheco . This matter has been resolved . Expiration and/or replacement or re-appointment of members to the Committee - recommendations were given to the Board of OUperVisOro OD applicants interviewed by the Committee . ' The Committee appreoiateo the opportunity to be of assistance tO our hardworking Board of Supervisors .
