SUBJECT: Future Disposition of the Publication "Raising Parents"
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve the following recommended actions to be taken regarding the
future disposition of the publication Raising Parents - Nine
Powerful Principles.
1 ) Acknowledge that any obligations to the County for publication
of the book have been satisfied through its sale and
distribution.
2 ) Support the concept of donating the first year' s net proceeds,
after federal and state tax requirements are satisfied, from
commercial publication of the book to a family or children
oriented nonprofit organization, such as the Family Alliance
of Contra Costa.
BACKGROUND
The Board of Supervisors on November 8 , 1988 supported staff
efforts to work with the Private/Public Executive Council to
produce the book , Raising Parents - Nine Powerful Principles,
designed to assist in strengthening families, and to identify
appropriate areas of County programs and operations for the book' s
distribution. Since that time nearly all of the 20,000 copies
printed have been sold at cost to individuals, large corporations '
wellness programs, conference attendees, parent groups, hospital
program clients, marriage license applicants, governmental
agencies, and many others. Proceeds from donations and sale of the
books published by the County have been deposited to the County
Treasury.

On June 13 , 1989 the Board authorized the County Administrator to
seek a publisher for commercial distribution of the book.
Arrangements for publication have been made with St. Martin' s
Press, Inc. through The Philip Lief Group, New York. Therefore,
the County will not print any more books and will not be involved
in its sale or distribution after the remaining inventory is
depleted.
The contract requires that advance funds and royalties be paid to
the author and copyright holder of the work. Consideration is
being given to donating the first year proceeds to the Family
Alliance of Contra Costa.
