SUBJECT: Expense Money for Attendance at F.B.I. Academy
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION
Approve and authorize the Sheriff-Coroner to expend $1000 for costs
associated with management employee attendance at the F.B.I. National
Academy in Quantico, Virginia. This expense is to be differentiated from
an advance on funds ,or reimbursement.

II . FINANCIAL IMPACT
Cost to County - $1000. Associated expenses include some meals, books
participation fees, gym fees.
Past County practice has been to expend $500 expense money. Tuition, some
meals, and housing are paid by the Federal government.
III. REASON FOR RECOMMENDATION/BACKGROUND
The F.B.I. Academy is located on the U.S. Marine Corps Base, Quantico,
Virginia approximately 40 miles south of Washington, D.C.
Management personnel from the Sheriff-Coroner's Department attend the
F.B.I . National Academy, Quantico, Virginia, based on invitation by the
Academy. Past history indicates that one manager attends approximately
every six (6) months. The Academy is 11 weeks (76 days) in duration.

III . REASON FOR RECOMMENDATION/BACKGROUND (Continued)
All students in the National Academy Program are required to take a minimum
of 16, or a maximum of 19, semester hours of academic work from each of the
following disciplines: Education and Communication Arts, Management
Science, Forensic Science, Legal , and Behavioral Science. All students are
required to take a physical training program which generally meets for two
hours, two times a week, for 11 weeks. They are also required to take 30
hours of instruction in the Specialized Instruction Program.
While the Federal government pays for tuition, housing and some meals,
there are numerous incidental expenses incurred during the period of the
Academy; such .as,
A. Mandatory participation fees; a student assessment is collected at
beginning of Academy to cover cost of recreational/exercise equipment,
several mandatory social functions, obligatory awards to Academy
counselors and section leaders.
B. Travel expenses while attending the Academy, gasoline, fares and
rentals; i .e. , airport shuttle fare to Academy.
C. Mandatory Academy Uniforms; i .e. , firearms range clothing, gym
clothes, special section shirts.
D. Miscellaneous expenses; i .e. , weekend meals, laundry, obligatory social
activities during evening and weekend hours - intramural sports,
cultural exchanges, expenses for graduation.
It is recommended by the Academy that an attendee's agency provide financial
assistance for its candidate to fully participate in the National Academy
program.
Past. County practice has been to expend expense money of $500, without the
recipient having to justify all expenses; however, it has been several years
since the County' s policy of financial support has been revised to reflect
current demands.
A telephone survey of some local agencies indicate a policy of financial support
ranging between $1000 to $2000 to Academy attendees with no receipt required.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Current County practice is to authorize expenditure of $500 for financial
support to the attendee of the F.B.I . National Academy without the
requirement to provide expenditure receipts.
Continuation of this practice, without considering the reality of the
financial requirements of Academy attendance places an enormous burden on
the attendee, who must perform at a satisfactory academic level while also
being absent from his/her home and family for during the 11 week period of
the Academy.
