SUBJECT: Joint Exercise of Powers Agreement with City of Richmond for a Traffic Signal at the
San Pablo Dam Road/Castro Ranch Road Intersection
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Approve and Authorize the Chairman of the Board of Supervisors to execute the Joint Exercise
of Powers Agreement with the City of Richmond for the installation of a traffic signal and a
modification of the intersection at San Pablo Dam Road and Castro Ranch Road.
II. Financial Impact:
The total project is estimated to cost $600,000.00. The project will be funded fifty percent by
the City of Richmond, twenty-five percent by the developer, and twenty-five percent by the
County. The County's share is to be funded by the EI Sobrante Area of Benefit.
III. Reasons for Recommendations and Background:
The County and the City of Richmond working together with the EI Sobrante Traffic Advisory
Committee have identified traffic problems and sources of funds to mitigate the traffic impacts
that have occurred as a result of new development in the area. One of the joint projects
identified is the signalization of the Castro Ranch Road/San Pablo Dam Road intersection.

The City has been negotiating with developers for their participation in funding the signal and
intersection improvements. These negotiations have resulted in a proposal that the project
be funded by the City of Richmond, the developers and the County.
The City of Richmond will administer the project.
IV. Consequences of Negative Action:
Without approval of the Joint Exercise of Powers Agreement the signal will not be constructed,
and potential funds from the developer will be lost.
