CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT To: " Fran Ward Date: December 8, 1989 Deputy County Administrator Administrator Web Beadle /0 MCH POSITIONS From: Department Personnel Officer Subject: This is a request to add one 24/40 Senior Health Education Specialist; one 20/40 Public Health Social Worker and one 12/40 Public Health Nutritionist for the Public Health Division of Health Services Department. Our Maternal Child Health Program has received a funding increase from Federal monies for the Comprehensive Perinatal Services Program (CPSP) which necessitates an immediate expansion of services and professional staff. Central to the State's plan for implementing CPSP is the role of the counties to recruit providers and to give them ongoing guidance and tech- . nical assistance once they begin the services. In our county, the major provider of CPSP is Healthy Start. Because Healthy Start serves 80% of the low income women in our county, the MCH program administers it. This includes chairing monthly management team meetings; co-chairing the Prenatal Executive Committee; staffing the Perinatal Health Education Committee; and collecting, entering and analyzing patient data to be used for program development and evaluation. The positions requested (classification descriptions attached) will provide for Healthy Start and all other CPSP providers the technical guidance they need to offer effective services. Since these positions receive 100% outside funding (budget attached), please place them on the 1/23/89 Board agenda.
