BACKGROUND: Existing law requires that instruction on the nature of alcohol, narcotics, restricted dangerous drugs and other dangerous substances and their effects on the human body as determined by science be included in the curriculum of all elementary and secondary schools. AB 2822 would expand this requirement to require that instruction on the effects of alcohol, narcotics, restricted dangerous drugs and other dangerous substances on prenatal development be included in the curriculum of all secondary schools. AB 2822 requires each school board to specify the grade or grades and the course or courses of study in which such instruction will be included. It appears that passage and enactment of AB 2822 would further the Board of Supervisors' war on drugs by providing young people with additional factual information on the harm which can be done to an unborn baby by the mother' s use of alcohol and dangerous drugs. It is therefore recommended that the Board of Supervisors indicate its support for AB 2822.
