MICHAEL WALFORD, CHIEF ENGINEER DATE: March 6, 1990 SUBJECT: Soil Excavation Agreement - San Ramon Creek Channel at Livorna Road Project No.: 7520-668481 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: As governing body of the Contra Costa County Flood Control and Water Conservation District, approve soil excavation agreement for San Ramon Creek Channel at Livorna Road with Double D Transportation Company, Inc., and authorize the Chief Engineer to sign the agreement on behalf of the District. II. Financial Impact: The agreement commits the District to pay the Contractor $3.78 per cubic yard for the removal of between 5,000 and 50,000 cubic yards of soil material from the Livorna Road Project. The fund source is Flood Control Zone 3B. III. Reasons for Recommendations and Background: This contract agreement commits the District to pay the Contractor the sum of $3.78 per cubic yard of material removed from the project area. The contracted price of $3.78 per cubic yard would triple if the District had to remove this material under a different type of contract. The ultimate channel design requires that this material be removed. The best price to the District can be achieved where immediate commitments and/or long term planning operations can be coordinated with the demand in the surrounding geographical area. The District contracted for the removal of the material on an informal bid basis. Consequences of Negative Action: If the award is delayed, there is a risk that the soil material will not be in demand when the District wishes it removed. This would result in an increased cost to the District.
