SUBJECT: Temporary Closure of Mariners Cove Drive
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Conceptually approve the temporary closure of Mariners Cove
Drive pending completion of the West Pittsburg Traffic Study
which will provide long term recommendations on this road
closure; and
2 . Direct the Department of Public Works to consult with
appropriate agencies on design of the street barricade, to
prepare an a resolution authorizing the temporary closure of
Mariners Cove Drive for Board approval, and to keep
representatives of the West Pittsburg community notified of
progress on the above actions.
FISCAL IMPACT
The cost of the street barricade represents an incidental expense
to the Department' s Road Maintenance budget.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On June 6, 1989, the Board of Supervisors referred to the Director
of Public Works a request by residents to close Mariners Cove Drive
in West Pittsburg. On August 15, the Board of Supervisors approved
the recommendation of the Director of Public Works to expedite the
Evora Road/Mota Ranch Traffic Circulation Study and to review the
Circulation Element of the West Pittsburg Area General Plan to
evaluate the merits of deleting Mariners Cove Drive from the
Circulation Element and authorizing its closure to traffic.
The traffic study is underway and will not be completed for about
nine months. Residents, fearing that existing traffic conditions
present a threat to the health and safety of local residents,
requested to Supervisor Torlakson that the Board consider a
temporary closure of Mariners Cove Drive until recommendations are
received from the West Pittsburg Traffic Study regarding a long
term solution. On March 13 , 1990, the Board of Supervisors
referred this request to the Transportation Committee.
On March 19 , 1990 , the Transportation Committee met with residents
of West Pittsburg, and a representative of the Public Works
Department to discuss their request. The Committee approved the
request for temporary closure pending the recommendations of the
West Pittsburg Traffic Study. The Transportation Committee also
agreed that the residents in attendance ( see Exhibit A) be kept
informed on the progress of the Board' s action on this issue.
