Authorize the Board members to sign the Resolution commending Raleys Supermarkets for their recycling efforts of utilizing shopping bags made from recycled materials and providing an incentive and a means for the public to reuse shopping bags. 2. Direct the Community Development Department to contact other supermarkets to notify them of Raleys ' recycling program, to encourage them to initiate a similar program, and to ascertain if they have initiated any type of recycling program that also warrants recognition. 3. Refer the issue, for follow-up, to the Environmental Affairs Committee. BACKGROUND Raleys Superstores initiated a commendable recycling and reuse program for shopping bags on March 18, 1990 . The supermarket chain uses paper grocery bags which are made of up to 38% of recycled paper. In addition, Raleys encourages and provides a means for the public to reuse paper shopping bags by offering five cents for each shopping bag that customers bring to their stores for reuse. Raleys Superstores has initiated this program in each of their 58 stores throughout California and Nevada. Raleys is promoting public awareness of their program through their advertising. The Company reports that initial customer reaction has been extremely positive. With Contra Costa County' s substantial efforts toward promoting recycling and reuse, it is extremely encouraging to find businesses that are initiating efforts like that which Raleys Superstores has done. I believe that Raleys Superstores should be recognized for their actions, and that they should be used as a role model for other grocery stores within our County. CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY 0 M382/7-83 ,DEPUTE' I, 6 , THE BOARD OF SUPERVISORS OF ' CONTRA COSTA COUNTY, CALIFORNIA In the !latter of Commending ) Raleys Superstores for their ) RESOLUTION NO. 90/185 Efforts of Encouraging the ) Reuse of Paper Shopping Bags ) WHEREAS, Contra Costa County must divert solid waste from landfills by 25% by January 1, 1995, and by 50% by January 1, 2000; WHEREAS, in accordance with Assembly Bill 939 (Statutes of 1989), source reduction, recycling and composting must be maximized in order to reduce solid waste which must be landfilled or incinerated; WHEREAS, Contra Costa County has been actively promoting recycling efforts throughout our County; WHEREAS, Raleys Superstores has initiated a commendable recycling and reuse program for paper shopping bags in each of their 58 stores located throughout California and Nevada; WHEREAS, Raleys' program involves using paper shopping bags which are made from up to 38% recycled materials, and involves offering a five cent credit to their customers who return the shopping bags for their reuse; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa hereby commends Raleys Superstores for their actions to utilize recycled materials in their paper shopping bags and to encourage and to provide a means for their customers to reuse paper shopping bags. PASSED by unanimous vote of the Board Members present on the 27th day of March, 1990.
