Lr County DATE: March 27 , 1990 SUBJECT: CONTRACT BETWEEN THE COUNTY AND FAMILY STRESS CENTER SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Community Services Director, upon approval of the County Administrator, to execute a contract between the County and the Family Stress Center in an amount not to exceed $58 ,000 for the period March 27 , 1990 - August 31, 1990 for the purpose of purchasing and installing a portable building on property owned by the Mount Diablo School District for use as a Head Start classroom, if it appears that the federal government will approve this as a mechanism which will avoid the need to return the money to the federal government and if any performance bond which the County Administrator believes is necessary to insure the performance of the contract is provided to the County by the Family Stress Center. BACKGROUND: In November, 1988 the federal government provided a grant of approximately $69, 952 to the County to purchase a replacement portable classroom for a Head Start class which meets at the Cambridge Community Center, but is operated by the Family Stress Center. To date, some $57,983 . 91 of this money remains unspent, due to delays in the Office of the State Architect, which must approve the plans for the classroom and due to the intervention of the October, 1989 earthquake, which preempted the State' s priorities. The federal government is now threatening to require that the funds be returned to them if they are not spent by March 31 , 1990. If it turns out that the federal government will not extend the deadline and will approve the transfer of the funds to the Family Stress Center then the above recommendation will allow such a transfer. If the federal government will not accept such a transfer or extends the deadline for the expenditure of the funds then it will be unnecessary to execute such a contract. The final action that is taken in this regard will be reported to the Board of Supervisors as soon as the federal government provided a final answer to the County. However, since the Board of Supervisors will not be meeting again before March 31 , 1990 it is recommended that the Board approve this recommendation in case such a contract is needed in order to preserve the use of the funds. cc: County Administrator County Counsel Auditor-Controller Community Services Director Executive Director, Family Stress Center
