RECOMMENDATIONS
Deny the request for a general plan amendment by the Simba Group in
the Tassajara area.
FISCAL IMPACT

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Simba Group, in concert with the Pringle Construction Company,
have requested a general Plan amendment for a 145 acre parcel
located off Old School Road in the Tassajara area. They wish to
build between 50 and 60 units on the property.
The existing General Plan designation is Open Space; to accommodate
this application would require a Single Family Residential Very Low
Density designation.
This site has had a very long history of applications on it. The
last action was Rezoning #2482 which was considered at the time of
the #2218 Rezoning for the entire Tassajara area. While a
substantial number of units were requested on this site, only 4
lots were approved as well as a thoroughbred horse training
facility. The site was zoned P-1. The ability to provide water to
the property was a serious concern at this time.

This General Plan amendment request is contrary to the Board of Su-
pervisors policy which instructs staff to discourage General Plan
Amendment requests in areas designated as Open Space on the adopted
County General Plan until the revised Countywide Plan is adopted.
Additionally, it is located over 2 miles from any other areas which
have an urban designation (at Blackhawk Ranch) . It is contrary to
both the existing County and the City of Danville' s General Plans.
Consideration of this request could lead to leap frog development
and would be inconsistent with numerous Board actions to keep this
area in agricultural use.
Staff does not feel that undertaking a plan amendment request is
warranted. Should the Board choose to authorize this study re-
quest, an EIR will be required.
