HomeMy WebLinkAboutMINUTES - 03271990 - 1.44 yo. 1-044 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa County DATE: March 21, 1990 SUBJECT: LEGISLATION: AB 3048 (Bentley) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of AB 3028 by Assemblywoman Bentley which would authorize the formation of a service authority for the abatement of abandoned vehicles and authorize the imposition of a 50 cent fee on all registered vehicles to pay for the program. BACKGROUND: one of the highest priorities in the Board of Supervisors ' 1990 Legislative Program is the passage and enactment of legislation which would finance an abandoned vehicle abatement program. Assemblywoman Bentley has introduced AB 3048 , which would authorize a board of supervisors and a majority of the cities having a majority of the population in the incorporated area of the county, by a 2/3 vote of each jurisdiction, to establish a service authority which would plan and operate an abandoned vehicle abatement program. The board of supervisors and cities would also have to impose the additional fee on the registration of vehicles within the county by a 2/3 vote. It is estimated that the 50 cent fee would raise between $250 ,000 and $300,000 annually in Contra Costa County. The fee could be imposed effective January 1, 1992, providing that the county and cities had approved the imposition of the fee, the creation of the service authority and the plan prepared by the service authority and had submitted their plan to the California Highway Patrol. The fee could remain in effect only for a period of five years after the date on which the authority is established. The service authority would be disbanded after it had spent all funds raised by the increased registration fee. In view of the fact that funding an abandoned vehicle authority is such a high priority with the Board of Supervisors, it is recommended that the Board indicate its support for AB 3048.
