SUBJECT: Authorize the Issuance of Two Warrants to the U. S. Army Corps of Engineers, for the
Wildcat and San Pablo Creeks Project, Flood Control Zone No. 7 and Drainage Area

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the County Auditor-Controller to issue two warrants totaling $200,000.00 payable
to the Finance and Accounting Officer, USAED, Sacramento, as the District's 7.4 percent share
of the Federal project cost and the District's share of contributed funds other costs, for the
period April 1990 through June 1990, for the Wildcat and San Pablo Creeks Project. The
warrants shall be prepared with reference numbers and in amounts as follows:
Warrant No. 1 Cost Account #96X8862-FW196 for $120,000.00
Warrant No. 2 Cost Account #96X8862-FW197 for $ 80,000.00
II. Financial Impact:
At this time the Flood Control District is required to make third quarter FY 1990 payments
for the Wildcat and San Pablo Creeks Project as follows:
5 percent required project cost $120,000.00
Contributed funds other (relocations) 80.000.00
TOTAL $200,000.00

111. Reasons for Recommendations and Background:
On June 17, 1986, the Board of Supervisors approved and authorized the execution of a local
cooperation agreement with the Department of the Army for the Wildcat-San Pablo Creeks
Project. The terms of the agreement require the Flood Control District to pay in cash 5
percent of the total project cost to the Federal government and to provide for the relocation
of all roads, bridges and utilities required for the project. The Corps of Engineers has agreed
to include relocation work in the Federal project at 100 percent local cost to be paid as
"Contributed Funds Other."
Under current State law the local share of all costs for the Federal Wildcat and San Pablo
Creeks Project is 70 percent reimbursable by the Department of Water Resources.
IV. Consequences of Negative Action:
Failure to authorize the issuance of a warrant would be cause for the Corps of Engineers to
stop further work on Wildcat and San Pablo Creeks Project.
