March 5, 1990 Cointy SUBJECT: ACR 132 Rail Upgrade Study SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. Approve resolution to the ACR 132 Committee supporting the consideration of providing express train service to Contra. Costa County at the Martinez AMTRAK station. 2. Request the City of Martinez to adopt a similar resolution for submittal to the ACR 132 Committee. REASONS FOR RECOMMENDATIONS/BACKGROUND: Assembly Concurrent Resolution 132 (Hannigan) directs the Metropolitan Transportation Commission to study intercity rail service in the existing Amtrak corridor stretching from Auburn through Sacramento and Oakland to San Jose, and to recommend near and long-term measures for upgrading service. Policy direction is provided by the ACR 132 Committee consisting of representatives from Placer, Sacramento, Yolo, Solano, Napa, Contra Costa, Alameda, and Santa Clara counties, Amtrak, Caltrans, and Assemblyman Hannigan's office. supervisor Schroder represents Contra Costa County. The ACR 132 Committee has reviewed several service options for the corridor ranging fromtwelvetrains per day with no express service to 24 trains per day with six trains providing express service. The attached resolution (Exhibit A) proposes a stop for Contra Costa residents be considered at Martinez. Track conditions limit train speeds in the vicinity of Martinez to 30 mph, therefore, adding a stop at this location would have minimal impact on express service time schedules. J" -,DEPUTY M382/7-83 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 20, 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson & Fanden NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 90/ 167 ----------------------------------------------=----------------- ---------------------------------------------------------------- SUBJECT: Resolution concerning the proposed Sacramento/Oakland/ San Jose express train service WHEREAS Assembly Concurrent Resolution (ACR) 132 directed the Metropolitan Transportation Commission (MTC) to study intercity rail service in the existing Amtrak corridor stretching from Auburn through Sacramento and Oakland to San Jose, and to recommend near and long-term measures to upgrade service; and WHEREAS MTC established the ACR 132 Committee to provide policy direction on the study; and WHEREAS the ACR 132 Committee has reviewed several service options for the corridor including express trains providing non-stop service between Sacramento, Oakland, and San Jose; and WHEREAS providing additional stops along the high-speed portions of this corridor would adversely impact the travel times of express trains; and WHEREAS train speeds in the vicinity of Martinez are limited to 30 miles per hour which reduces the adverse impact of adding a stop at the Martinez Amtrak station to the express train service: NOW, THEREFORE BE IT RESOLVED that the Contra Costa County Board of Supervisors urges the ACR 132 Committee to consider adding a stop at the Martinez Amtrak station during its evaluation of express train service along the Sacramento/Oakland/San Jose Amtrak corridor.
