HomeMy WebLinkAboutMINUTES - 03201990 - T.6 T. 6 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 20, 1990 by the following vote: AYES: Supervisors McPeak, Torlakson and Fanden NOES: Supervisors Powers and Schroder ABSENT: None ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Hearing On Specific Plan And General Plan Amendment For Bethel Island Area. On March 6, 1990, the Board of Supervisors deferred to this date the decision on the recommendation of the East County Regional Planning Commission on the proposed amendment to the County General Plan (County File #12-87-EC) and approval of the Specific Plan (County File #1987-2SP) together with various requests for changes to the Land Use Element in the Bethel Island area. Karl Wandry, Community Development Department, summarized the issues before the Board for consideration and commented on the packet of background material and accompanying memo prepared in response to Board concerns raised previously. Supervisor Powers requested clarification on the cost of rebuilding the levees and the number of units. Mr. Wandry responded to Supervisor Powers ' request. Supervisor Torlakson requested the staff recommendation on the Byron Highway extension. Mr. Wandry responded to Supervisor Torlakson' s request. Supervisor Torlakson proposed recommendations on various issues including the on-island/off-island development, the clustering concept, the recreational bonus program, off-island commercial, a study of the Burroughs, Gilbert and Emerson properties, the Byron Highway extension, public access, a plan on levee protection and funding, the staff recommendation on Cypress, special tax areas for fire services, and the co-funding of a library for the Oakley/Bethel Island area as a part of the Specific Plan. Supervisor Torlakson moved to express intent to approve the plan as he had configured it. Supervisor Powers moved to amend the recommendation to include an approval of the Planning Commission recommendation plus an additional 1500 units on-island provided the applicants demonstrated an ability to show a replacement levee program. Supervisor Schroder seconded the amendment to the motion. Supervisor McPeak commented on issues including the proposed recommendation, growth management and acceptable density, and she requested clarification from staff on the Smith property. Mr. Wandry responded to Supervisor McPeak' s request. The Board discussed the environmental documentation, the number of units and the recommendation before the Board. Supervisor Powers withdrew the amendment to the motion due to the inconsistency of information from documents, staff and legal counsel. Supervisor Torlakson clarified his main motion. The Board discussed bringing back the appropriate documentation for the Board' s consideration. Therefore, IT IS BY THE BOARD ORDERED that the Board of Supervisors DECLARES ITS INTENT to approve the Bethel Island General Plan and Specific Plan as amended; and staff is DIRECTED to prepare the appropriate documents for Board consideration. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of 8 i re on he date shown.
