THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 20, 1990 by the following vote:
AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Hearing on Rezoning Request of Alamo Summit, Inc.
2776-RZ and Preliminary Development Plan Approval,
Alamo Area.
This is the time heretofore noticed by the Clerk of the Board of
Supervisors for hearing on the recommendation of the San Ramon Valley
Regional Planning Commission on the request ( 2776-RZ) by Alamo Summit,
Inc. (applicant and owner) to rezone 178 acres of land from General
Agricultural District (A-2) to Planned Unit District (P-1) and
preliminary development plan approval for a 37-lot project with a
minimum one-acre parcel size in the Alamo area.
Karl Wandry, Community Development Department, presented the
staff report on the proposed project.
Supervisor Schroder commented on letters from the Alamo
Improvement Association and the Alamo Citizens for Responsible Growth
and advised of his intention after the hearing today to move to defer
the decision on this matter for one month to be able to give full
consideration to the written and oral testimony.
The public hearing was opened and the following persons appeared
to speak:
Sanford Skaggs, representing Alamo Summit, Inc. , commented on a
letter he had presented today requesting changes with regard to
parking, trails and a willow thicket in the proposed conditions.
Susan Christoffersen, 234 Via Bonita, Alamo, representing the Las
Trampas Ridgelands Association and herself, in opposition;
Esther Donahan, 168 Las Trampas, Alamo, Las Trampas Ridgelands
Association, in opposition;
Richard Lyding, 167 Oak Road, Danville, Vice-President of the
Alamo Oaks Homeowners ' Association, in opposition;
Jane Primrose, 242 Sydney Drive, Walnut Creek, in opposition;
Michael Gibson, 70 Sara Lane, Walnut Creek, representing the
Alamo Improvement Association, in opposition;
Christy Taylor, 396 Hayes Street, San Francisco, Shute, Mihaly
and Weinberger, representing the Alamo Improvement Association,
presented written material, in opposition;
Terrell Watt, 1728 Union Street, Suite 208, San Francisco,
representing the Alamo Citizens For Responsible Growth, in opposition;
Zach Cowan, 54 Mint Street, 4th Floor, San Francisco,
representing Alamo Citizens for Responsible Growth, presented written
material, in opposition;
Wanda Longnecker, 28 Darlene Court, Alamo, in opposition;
Edward Finsilver, 2050 Ridgewood Road, Alamo, in opposition;
Sue Graffais, 65 Via Robles, Alamo, representing the Association
for the Preservation of Danville Boulevard, in opposition;
Joe Suta, 128 Castle Crest, Walnut Creek, expressed concerns
relative to traffic and requested speed bumps on Castle Crest;
Paul Ditzler, 2155 Ridgewood Road, Alamo, in opposition;
Merrill Callow, 1666 Ridgewood Road, Alamo, in opposition;
Oliver Smith, 2031 Ridgewood Road, Alamo, presented a letter from
the California Native Plant Society, and spoke in opposition;
Wendy Storch, 335 Castle Crest Road, Walnut Creek, in opposition;
Thomas E. VanBuskirk, D.C. , 304 Castle Crest Road, Walnut Creek,
in opposition;
Paul Ward, 264 Castle Crest, Walnut Creek, spoke on access issues
and presented written material and photographs;
Phyllis J. Lempert, 320 Castle Crest Road, Walnut Creek, Castle
Crest Road Association, expressed concerns on issues including roads;
Olin Jones, 60 Castle Crest Road, Walnut Creek, expressed
concerns on traffic and access issues;
Barbara DiCristofaro, 353 Castle Crest Road, Walnut Creek, spoke
in support of the protests of the Castle Crest Homeowners;
Steve McKee, 2041 Ridgewood Road, Alamo, in opposition;
John Sinclair, 70 Castle Crest Road, Walnut Creek, in opposition;
The Chair read a speaker card from Robert V. "Bob" Ghilotti, 1610
Latina Lane, Alamo;
Mr. Skaggs spoke in rebuttal.
The public hearing was closed.
Supervisor Schroder moved to defer the decision to the morning
calendar of April 17, 1990 with the record left open for written
comments for one week.
IT IS BY THE BOARD ORDERED that the decision on the above matter
is DEFERRED to the April 17, 1990 Determination Calendar with the
record left open for written comment until March 27, 1990.
