Direct the Human Services Advisory Commission, between now and June, 1990 , to devote their time and energies to the following tasks: A. Bring together other advisory boards, committees and commissions in the human services area in support of the ratification vote on the Drug and Alcohol Action Plan on June 5, 1990 and in support of the qualification and passage of the Alcohol Tax Initiative on November 6, 1990. B. Prepare recommendations for the Board of Supervisors on how the Board of Supervisors can use the available dollars in the human services area more efficiently and effectively and provide those recommendations to our Committee on June 25, 1990. 2. Request the Human Services Advisory Commission to report to our Committee on June 25, 1990 on their activities in support of the above tasks. 3 . Authorize the Human Services Advisory Commission, in support of the above tasks, to meet as frequently as is necessary with the members of other human services advisory boards, committees and commissions on the following subjects: A. Understanding and participating in hearings on the 1990-91 County Budget. Developing support for measures to increase revenues for human services programs. D. Developing ways to improve community awareness of human services needs and advocacy for resources from private and other local governmental sources. 4. Authorize the Human Services Advisory Commission to spend the absolute minimum amount of time which is necessary to insure that the 1989-90 Challenge Grant funds are being spent for the purposes intended. 5. Authorize the Human Services Advisory Commission to spend the absolute minimum amount of time which is necessary to insure that the terms of the CDBG Library and Technical Assistance Grant are complied with. 6. Eliminate any reference in the Commission' s Work Plan to involvement in the operations of the County Library. 7 . Defer all action on all other aspects of the Human Services Advisory Commission' s proposed Work Plan until the Commission reports to our Committee on June 25 , 1990. BACKGROUND• On February 27 , 1990 the Board of Supervisors referred to our Committee the proposed 1990 Work Plan for the Human Services Advisory Commission. On March 12, 1990 our Committee met with the Chair of the Commission, Barbara Keyes; Joan Lautenberger, a member of the Commission; staff to the Commission and the Director of the Community Services Department. We reviewed the proposed 1990 Work Plan for the commission. We do not believe that it is appropriate for the Commission to become involved in the study of the County Library and would propose that this portion of the Work Plan be eliminated permanently. We believe that the monitoring of the 1989-90 Challenge Grants and the CDBG Library and Technical Assistance Grant should be primarily a staff function and should involve little if any time on the part of the Commission. The issue of whether there will be funds for the 1990-91 Challenge Grants is on referral to the Finance Committee and we will defer to that Committee regarding whether any funds should be appropriated in the 1990-91 County Budget for this purpose. Our Committee understands that the original purpose of the Human Services Advisory Commission was to advise the Board of Supervisors on how County funds can be spent on human services programs in the most efficient and effective manner possible. Unless this objective is being properly fulfilled there is some question in our mind regarding the value of the Commission. We expect that the Commission will devote their full time and attention over the next three months to convening meetings of the human services advisory boards, committees and commissions to -3- determine how the human services funds which are available to the County can be spent in the most efficient and effective manner possible. The Commission has requested $50 ,000 to continue their staff . during the 1990-91 fiscal year. Our Committee has a good deal of trouble accepting the notion that funds should be dedicated to continuing the work of the Commission unless the Commission is able to describe to the Board of Supervisors how the Board can allocate more efficiently the human services funds which are available. We fully expect to be laying off employees in the 1990-91 budget year. In our view, funds should be spent on direct services, rather than administrative staff for advisory boards. If the Commission is able to provide our Committee with a report on June 25 , 1990 which describes how the Board of Supervisors can better allocate its resources, we may be inclined to continue the operation of the Commission. Otherwise, Supervisor Powers, in particular, is prepared to recommend abolishing the Commission and reallocating the funds which are presently dedicated to staffing the Commission to direct service programs.
