Direct the County Administrator and County Counsel to develop proposal for creating countywide service area to be participating entity for Measure AA funds. The intent is to provide the Board of Supervisors with a direct role in the allocation of these funds. It is the County' s intent to cooperatively work with Cities, the Park District, and other entities to allocate these funds for projects which serve the unincorporated population. 2. Direct the County Administrator and Community Development Department to develop a proposal for a more active County role in coordinating park, trail and recreation matters in the unincorporated area. This proposal would include staffing and alternative funding mechanisms. 3. Endorse the concept of an Agriculture Soils Trust Fund leading to the preservation of prime agricultural areas in East County. The Finance Committee shall continue to work with the East Bay Regional Park District and to explore alternative funding sources for the fund. It is likely a "package" funding approach will be needed utilizing several sources of revenue. Sources might include another bond issue for open space and agriculture lands, agriculture and open space mitigation fees, funding from a proposed open space bond measure by Planning and Conservation League as well as direct allocations from Measure AA. CC: County Counsel ATTESTED 11�714_4a0 15790 Community Development PHIL BATCHELOR,CLERK OF THE BOARD OF County Administrator SUPERVISORS AND COUNTY ADMINISTRATOR East Bay Regional Park District' M382 (10/88) BY [ DEPUTY 1 -2- BACKGROUND/REASONS FOR RECOMMENDATIONS: On March 12, 1990 the Committee met with representatives from the East Bay Regional Park District and Community Development Department to discuss the County' s role in allocation of the unincorporated Measure AA funds and the possible use of Measure AA funds and the possible use of Measure AA funds for the Agricultural Soils Trust Fund. The Committee was supplied the attached information. The County can become a participating entity under the requirements of Measure AA by forming a service area for areas in question. One or more service areas could be formed for all or parts of the areas in question. The County has an interest in the allocation of these funds since they are allocated on a per capita basis. In most instances the nearest City of the Park District will be the most appropriate recipient of the funds. In other cases a more active role by the County is warranted. The County' s overall role in park and recreation functions is limited to County Service Areas, and planning functions such as park dedication requirements. A more active role will require additional staff and funding. The East Bay Regional Park District has advised the County that the tax laws governing the Measure AA bonds prohibit use of these funds for the Agricultural Soils Trust Fund. However, the District is willing to pursue other funding sources.
