SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Support the request for a $3 ,000 county contribution for the East County Project. BACKGROUND: On December 12 , the Board of Supervisors requested the Administrator' s Office and Finance Committee to consider the allocation of $3 , 000 to the East County Project of the United Way of the Bay Area as the county' s contribution to improving the quality of life in East County. The United Way of the Bay Area has provided the Central, Western and Southern Contra Costa County areas with opportunities for private, public and community representatives to gather and identify and implement solutions to community needs. East Contra Costa County is an identifiable region within Contra Costa County whose needs in the area of human services have significantly increased over the last several years, along with its population. Most of the service providers, however, are located in Central and West County. East County leaders and communities have recognized the necessity of working together to ensure that East County has the services necessary to address the needs for its growing population. No local group has previously been organized to explore these issues. Substance abuse, unemployment, child care and lack of regional planning and cooperation were just a few of the items that the newly-formed group felt needed addressing. The new "ad-hoc" group includes elected officials of Antioch, Brentwood, Pittsburg, the County, and private, public and community representatives from local business, social services, mental health departments, school boards, churches, and non-profit human service agencies . The group has been meeting monthly to develop and implement the initial action plan. The work of the ECP will take many forms; conferences, forums and workshops will be hosted in addition to committee and task force meetings. Community assessment will be on-going. A Project Manager and a Secretary have been hired to facilitate the project. The project is in a start-up phase and is doing a needs assessment. The District Five Supervisor' s office staff is coordinating this process with the county' s own substance abuse forums and action plan development. The estimated budget for the project this year is $77 , 000 . Financing for the budget consists of $48, 500 from United Way, $14,000 from private contributors and $14 , 500 from the public sector. The cities of Pittsburg and Antioch have each pledged $4, 500 this year and $5, 000 next year. The City of Brentwood has pledged $2, 500 this year and $2 , 500 next year. The Administrative Office has explored possible funding sources for the County' s $3 , 000 contribution. Currently, it appears that the best funding source is the Board of Supervisor ' s budget.
