SUBJECT: Alamo Specific Plan
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize staff to proceed with the development .of an Alamo
Specific Plan based on the attached work scope.
2. Authorize Supervisor Schroder' s office, in concert with the
Community Development Department, to establish a 5 member
citizen' s committee.
FISCAL IMPACT
The cost of this effort will be from the Departmental budget. Upon
adoption of the specific plan, these expenses can be reimbursed as
a fee to future developers.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Board directed staff to consider the development of a specific
plan for the Alamo area. In response to that request, we have put
together the attached draft work. scope.
Should the board authorize this effort, staff will be available to
undertake this work item upon adoption of the Countywide General
Plan Amendment.
A five ( 5) person citizen committee should be established to
oversee this effort.

ALAMO SPECIFIC PLAN
WORK SCOPE
I . PURPOSE
The Board of Supervisors has requested the Community Development Department
to develop a scope of work for the preparation of a specific plan for the
Community of Alamo. This document responds to that request.
II . BACKGROUND
The Community of Alamo is largely built out. Most of the remaining
decisions in the community deal with the fit of development and
redevelopment into the established pattern of the community. The major
policy designs are largely made; their interpretation and detailing are
what is required. A specific plan will allow for such fine tuning.
III . SPECIFIC PLAN BOUNDARY
The Specific Plan should generally cover all the community of Alamo. The
Alamo springs area has been deleted since development decisions in that
area are to be resolved through the Alamo Springs MOU with the City of
Danville. The proposed boundaries are shown on Map 1 attached.
IV. ALAMO SPECIFIC PLAN ADVISORY COMMITTEE
An advisory committee made up of approximately 5 individuals should be
established to assist the Community Development Department in the
preparation of the specific plan. That committee should be drawn from
representatives of organization which serve Alamo. Representation should
be from AIA, R-7A, P-2B, the Chamber of Commerce, and a local architect or
builder.
V. WORK TASKS
Task 1 - Review of Existing General Plan Policies
Staff will pull together a report outlining the General Plan policies (from
the new Countywide General Plan) which will impact the preparation of the
specific plan and for which the specific plan has to be consistent with.
Product: A document outlining relevant plan policies to effect this
area.
Task 2 - Data Collection. Collect all available data.
Approach: The staff will gather and review all available existing
data in the form of base maps, topographic maps, aerial photographs,
traffic studies, environmental impact reports, environmental data, and
engineering information. Based on a review of this data, staff will
identify any missing information that may be pertinent to the project.
Product: An inventory of available data. Evaluation of existing data
as it applies to the Specific Plan and an identification of gaps in
the data.
Task 3 - Base Maps. Prepare base map(s) .
Approach: The staff will prepare a base map from existing available
information.
Product: Project base maps.
Task 4 - Start Up Meetings. Conduct meetings with public agencies, special
interest groups and knowledgeable individuals to determine sensitive
environmental issues and planning concerns.
Approach: The staff will meet with pertinent public agencies and
interested individuals to determine key issues and identify sensitive
environmental factors influencing the site. These meetings will be
done in group and individual sessions and as early as possible in the
planning process.
Issues to be considered will include:
1. Local input on resources and opportunities available;
2. Perceived issues and problems in the planning area;
3. Draft Specific Plan policies and objectives as previously
developed.
Product: List of Specific Issues, Draft Specific Plan policies and
objectives.
Task 5 - Area Characteristics/Environmental Setting. , Prepare site
characteristics maps and environmental setting text and maps.
Approach: Maps and data shall be prepared on the following subject
areas for discussion with the Committee.
Natural Factors
1. Geology/Subsidence
2. Hydrology/Area Drainage/Floating
3. Soils
4. Topography
5. Vegetation/Wildlife/Wetlands
6. Visual Character
7. Air Quality
8. Noise
Hazard Potential
9. Seismicity and land stability
Cultural Factors
10. Archaeological , Historical Resources
11. Circulation (auto, pedestrian, bicycle)
12. Utilities
13. Community Services
14. Existing Land Use/Adjacent Land Use
15. Existing Zoning/General Plan Designation
Socioeconomic characteristics and market research data will also be
discussed.
Product: Maps and and some text outlining the above factors listed
above.
Task 6 - Opportunities and Constraints Analysis.
Approach: Once the site characteristics maps are completed, a land
capability analysis or a constraints and opportunities analysis will
be prepared for the planning area. Hazard areas, sensitive
environmental areas, areas with low development potential , and areas
with high development potential are some of the categories of
constraints and opportunities that can be identified during this task.
Staff will prepare a series of composite maps for review and
discussion with the citizens committee. Extensive field work will be
done by staff and the committee.
Product: Composite maps with accompanying text identifying
opportunities and constraints. Workshops held to review and discuss
the maps.
Task 7 - Specific Plan Use Alternatives.
Prepare alternatives (based on site analysis, development program and
revised goals, objectives and policies) .
Approach: Based on the conceptual land use programs and goals,
objectives and policies developed by the staff, we will prepare an
alternative land use plans for the study area, corporations of the
area, including all issues identified at this point.
These plans shall cover the entire study area, and include:
o Land Use
o Circulation
o Open space and conservation
o Recreation
Product: Alternative land use plans.
Task 8 - Design Guidelines. Prepare draft design guidelines.
Approach: The design guidelines (development standards) , are, along
with phasing and financing programs, intended to be the tools for
effectuating the Specific Plan. The guidelines are prepared to assist
the developers, as projects are planned and implements.
Product: Written and illustrated set of design guidelines.
Task 9 - Final Specific Plan
Approach: Using the format and outline established during the initial
tasks for his assignment, the staff will prepare the Final Specific
Plan.
Product: A Draft Specific Plan which will be prepared for
consideration at public hearing.
VI . TIMING AND SCHEDULE
It is anticipated that it will take approximately 1 year to develop the
specific plan. Upon adoption of the Countywide General Plan staff time
will be available to initiate work on this program.
