SUBJECT: APPROVE THE ALTERATION OF THE PURCHASE ORDER TO SOUTHERN PACIFIC
PIPELINES, INC TO INCREASE THE AMOUNT BY $200,665.82 FOR PIPELINE
RELOCATION, SAN RAMON BYPASS PHASE II, FLOOD CONTROL ZONE 313,

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the alternation of Purchase Order No. P 35925 to increase the amount by
$200,665.82 for a total amount of $575,665.82.
II. Financial Impact:
The cost of pipeline relocation work performed by Southern Pacific Pipelines, Inc. during
construction of the San Ramon Bypass Phase II project is $575,665.82. The recommended
alteration will provide sufficient funds to complete payment for work requested by the Flood
Control District. The additional purchase order amount is reimbursable from the California
Department of Water Resources.
III. Reasons for Recommendations and Background:
By Order of the Board of Supervisors on June 11, 1985, an agreement with Southern Pacific
Pipe Lines, Inc. (SPPL) was approved for the relocation of facilities necessary to construct the
San Ramon Bypass Phase II channel. The agreement requires the Flood Control District to
pay SPPL's costs for relocating their pipeline. SPPL has provided final billings with an
accounting of costs totaling $575,665.82. An additional $200,665.82 is required to fulfill our
financial obligation to SPPL.

IV. Consequences of Negative Action:
Without the recommended purchase order amendment the Flood Control District will breach
the agreement with SPPL by failing to complete payment of the pipeline relocation costs.
