RECOMMENDED ACTION: APPROVE set aside of $5,000 for the 1990 College Scholarship Award Program from Housing Authority Local Management Fund, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The $5,000 necessary to continue the college scholarship awards program begun in 1985 will be funded from Housing Authority Local Management funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: The criteria developed at the implementation of the college scholarship awards in 1985 will remain the same, with the addition to wording adopted in 1986 which expanded scholarship eligibility to include any family member whose family currently receives subsidy under the Section 8 programs administered by the Housing Authority of the County of Contra Costa, as well as individuals who have previously received scholarship awards through the Housing Authority's College Scholarship Award Program. The awards are one year grants of $750.00 for students who will attend a four-year college and $500.00 for students who will attend a community college or vocational/technical school . At its regular meeting on Monday, February 26, 1990 the Advisory Housing Commission moved to recommend that $5,000 be set aside from Housing Authority Local Management Funds for use as college scholarship awards in 1990. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve. the set aside of $5,000 for use in the College Scholarship Award Program, the Housing Authority would be forced to abandon this worthwhile endeavor. A total of $5,000 in scholarship awards will be made in 1990. The awards are one year grants. The amount of the awards is: $750 - for students who will attend a four-year college $500 - for students who will attend a community college or vocational/technical school To be eligible for a Housing Authority Scholarship Award, a student must: 1. Demonstrate financial need in order to continue with education in a college or technical/vocational school . 2. Be accepted by an accredited four year college/university, community college, or technical vocational school or be currently enrolled in such a school or college. 3. Be a current resident in a public housing development or receive Section 8 rental housing assistance administered by the Housing Authority of the County of Contra Costa. Applications are screened and some students will be requested to appear for an interview. All applications and required documents must be received by the Policy & Strategy Committee, Housing Authority of the County of Contra Costa, Post Office Box 2759, Martinez, California 94553 by 4:30 p.m. , May 18, 1990. Applicants will be evaluated and judged on the following criteria (not necessarily in the order of importance) : 1. Financial need. 2. Letters of recommendation. 3. Scholastic record. 4. Activity or work record. - 5. Evidence of leadership and character. 6. Scholarship application. 7. Oral interview. (Finalists will be interviewed by the Scholarship Committee.)
