SUBJECT: Alternative Work Schedules - AFSCME
The Board received a report dated March 15, 1990 from the
Director of Personnel in response to a letter from Jim Hicks,
Business Agent, AFSCME, dated February 12 , 1990, with respect to
discussing alternative work schedules in those offices under the
County Administrator's "umbrella" .
IT IS BY THE BOARD ORDERED that the aforementioned report
is ACKNOWLEDGED.

SUBJECT: Alternative Works Schedules - AFSCME

This report is in response to Jim Hicks' letter to you of February 12,
discussing alternative work schedules in those offices under the County
Administrator's "umbrella".
I met with Mr. Hicks to discuss this matter on Tuesday, March 5. During the
discussion, I concluded that Mr. Hicks had been misinformed. He was not aware
of the County Administrator's instructions to department heads on the
implementation of alternative work schedules and had not been advised that
three organizational units under the County Administrator currently have flex
time schedules for clerical employees.
Our County department heads have been directed to review their operations and
implement alternative work schedules when and where appropriate. Under the
County Administrator's direction, my office continues to encourage alternative
work schedules to relieve traffic congestion, parking problems, and to
encourage participation in wellness programs.
The County Administrator's policy directive is to meet and confer with
employee organizations when they request alternative work schedules. If it is
determined through this process that service delivery can be maintained with
minimal disruption, the alternative work schedule should be implemented.
Typically, schedule changes are implemented for a trial period. If the new
schedule works out, it is then put in place on a permanent basis.
Currently, there are flex time schedules in the County Administrator's Office;
the Office of Emergency Services and the Personnel Department (Mr. Hicks was
not aware of this) . We are now in discussions with AFSCME to consider the im-
plementation of a 9/80 work schedule in the Risk Management Division of the
County Administrator's Office.
Mr. Hicks was satisfied with the information I was able to convey. We will
continue to work with him to insure clear communications and careful con-
sideration of AFSCME's requests.
