BACKGROUND: Item # 25 in the Board' s 1990 Legislative Program asked for legislation which would provide the County' s HMO, the Contra Costa Health Plan (CCHP) , with access to other hospital' s negotiated rates from the California Medical Assistance Commission (CMAC) where the CCHP was obtaining specialized services from these facilities to insure that the CCHP was not paying more for these services that was absolutely necessary. Through subsequent discussions with representatives from CMAC and the County' s lobbyist, it is clear that it will be extremely difficult to obtain legislation which will provide the CCHP with information directly on these negotiated rates. However, since most of the hospitals in the County must negotiate with the County in order to receive their share of AB 75 cigarette tax money for emergency care and care of indigents, the Health Services Director believes he can negotiate these rates as a part of these discussions. The Health Services Director has, therefore, requested that the Board terminate further efforts in this regard to obtain legislation which would address this issue.
