RECONDIENDATION
Adopt a position indicating that the Board of Supervisors is the
SPONSOR of AB 3383 by Assemblyman Baker which would allow the
Board of Supervisors to consolidate the Alcoholism and Drug Abuse
Advisory Boards.
BACKGROUND:
As the Board of Supervisors has provided leadership over the past
year to addressing the problems of alcohol and drug abuse in
Contra Costa County it has become increasingly apparent that the
problems of alcoholism and drug abuse are not totally different
problem. Many people abuse both alcohol and other drugs.
Alcohol is often the "gateway" drug for many young people who
start out by abusing alcohol and then move from alcohol to other
drugs.
It is increasingly apparent that it is important to better
coordinate the provision of services and the development of
policy in the areas of both alcoholism and other drug abuse. One
way to approach this is to consolidate the Alcoholism Advisory
Board and the Drug Abuse Advisory Board. In this way there would
be a single advisory board addressing policy matters and planning
in both areas.
The Board of Supervisors has also been concerned about the number
of advisory boards which have been created - many of them

required by State law. Assemblyman Baker has agreed to author AB
3383 at the request of the Board of Supervisors to allow the
Board to consolidate these advisory boards. Under current law
each county is required to have an alcoholism advisory board and
a drug abuse advisory board.
AB 3383 , as introduced, allows the Contra Costa County Board of
Supervisors to combine these two advisory boards and eventually
to reduce the size of the combined boards to a manageable size.
The bill provides for procedures to consolidate the two advisory
boards and reconstitute their membership, while still providing
that all of the statutory responsibilities of both organizations
will be met.
It is recommended that the Board of Supervisors indicate that it
is the sponsor of AB 3383 and amend the Board' s 1990 Legislative
Program accordingly.
